Purpose & Scope of Work

  • Denials management, payment posting, valid write-offs, and referral of delinquent claims by the 120th day.
  • Exclusions include first-party billing to beneficiaries, interagency billing, and billing for elective cosmetic surgery or incidental inpatient charges. Balance billing applies only to non-beneficiaries.
  • Services will be performed at MTFs identified in Attachment 1 (not provided), with the contractor determining the place of performance, potentially requiring CONUS and OCONUS travel.

Additional Notes

This RFI is solely for market research; it does not commit the Government to a contract. All submissions become Government property. Contractor personnel will require Basic Life Support (BLS) certification, Privacy Act, HIPAA, and Cyber Awareness training, and a National Agency Check with Inquiries (NACI) investigation. Adherence to applicable U.S. Codes, Federal Regulations, DoW Guidance, CMS guidance, and DHA Policy, including HIPAA and data security, is mandatory. Contractors must provide a Quality Control Plan (QCP) and a Human Resource Management Plan. Government Furnished Property and Services (GFE) will be provided.
