Quick Summary

The U.S. Embassy Singapore, on behalf of the U.S. Government, is seeking quotations for third-party motor vehicle liability (TPL) insurance services for U.S. Government-owned vehicles located in Singapore. This acquisition will result in a firm-fixed-price purchase order and is being conducted using simplified acquisition procedures. Quotations are due May 7, 2026, at 16:30 Singapore Time.

Scope of Work

The selected Contractor shall provide TPL insurance coverage for all listed vehicles. Coverage must meet or exceed minimum third-party liability insurance requirements under applicable Singapore laws and regulations and be issued by an insurer licensed by the Monetary Authority of Singapore. Offerors must clearly state coverage limits, applicable deductibles/excess amounts, and any exclusions.

Vendor Eligibility & RFQ Distribution

This requirement is open to vendors properly licensed and authorized to provide motor vehicle liability insurance in Singapore. Vendors must demonstrate their ability to provide required coverage and claims administration services. Due to sensitive vehicle information, the detailed RFQ package, including vehicle listings and pricing schedule, will be provided only to interested vendors who demonstrate authorization to provide TPL insurance in Singapore. Requests for the RFQ package should be sent via email to SGProcurementRFQ@state.gov, including company name, point of contact, and confirmation of authorization.

Quotation Submission & Evaluation

Quotations must be submitted electronically to SGProcurementRFQ@state.gov in English by the due date. Each quotation must include a completed pricing schedule, documentation of required licensing/authorization, and confirmation of compliance with all RFQ requirements. Evaluation will be on a lowest-price technically acceptable basis, with award made to a responsible vendor meeting all minimum requirements and offering the lowest total evaluated price. The Government intends to award without discussions.
