Scope of Interest

TSMO provides operationally realistic EW and CO training, including Assured Positioning, Navigation, and Timing (PNT) capabilities. The future TSOMIS contract will focus on sustaining the existing threat fleet and operating current and future test assets such as Direction Finding (DF), Communications Jamming, Integrated Air Defense Systems (IADS), and various Radar Emissions. The goal is to support "free play" training environments at Combat Training Centers (CTCs) and White Sands Missile Range, moving beyond scripted scenarios. This includes threat emulation (e.g., jamming, Threat Battle Command Force - TBCF) and Red Teaming for full-spectrum cyber threats. Requested Information

TSMO is seeking detailed responses covering:

  • Company Information: Standard details, CAGE, UEI, and business size status under NAICS 541330 (Engineering Services).
  • Teaming and Partnering: Interest in prime or subcontractor roles, core capabilities, potential gaps, and authorization to share contact information for collaboration.
  • Corporate Experience: O&M support for threat systems, EW/EA/ES/CO, and training support at CTCs.
  • Capability: Current O&M capacity, experience with "free play" environments, technical capabilities in threat emulation (jamming, DF, IADS, Radar), handling classified information, and Red Team capabilities/accreditations (e.g., CYBERCOM).
  • Technical Approach: Strategies for realistic threat emulation and innovative solutions for the TSOMIS III program.
  • Supply Chain Management: Information on sourcing components and materials for O&M activities.

Security Requirements

Interested firms must possess a Top-Secret Facility Security Clearance and be able to safeguard classified information/material at the Secret Level at their facility.

Submission Details

Responses must be submitted electronically in Microsoft Word, Excel, or Adobe Acrobat format, limited to 10 pages (excluding cover/TOC), using Times New Roman 12pt font with 1-inch margins. The maximum email size is 10MB. Proprietary information must be clearly marked, and a DoD SAFE link should be requested for sensitive data.
