Scope of Work
This combined synopsis/solicitation seeks commercial services for Timber Stand Improvement (Crop Tree Release). Contractors will provide all labor, equipment, supervision, tools, and incidentals to perform four-sided crown-touch release treatments. The objective is to achieve a "free-to-grow" rating of 4 for selected crop trees by cutting or girdling competing vegetation. Specific species to favor include Red Oak, White Oak, Hickory, Yellow-Poplar, Basswood, and Cucumber-Tree, while Yellow Pines, Dogwood, Eastern Hemlock, Ash, Serviceberry, and American Chestnut are not to be cut. Work involves severing trees with chainsaws at ground level (max 12 inches), controlling grapevines, and ensuring felled trees are scattered and clear of roads. Evaluation Criteria
Award will be made using a Best Value Tradeoff approach, prioritizing quality and past performance over price. Criteria are listed in descending order of importance:
- Successful previous completion of Silvicultural / Timber Stand Improvement work on the George Washington & Jefferson National Forests.
- Knowledge of and familiarity with Southern Appalachian tree species.
- Previous COR evaluations of contractor performance.
- Contractor rating database information.
- Price. The Forest Service may reduce acreage to award to the highest-rated offeror rather than accept a lower-priced, lower-rated quote.
