Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (RFQ) for Tillage Equipment, issued in accordance with FAR Part 12. It constitutes the sole solicitation, and no separate written solicitation will be issued. The acquisition is set-aside for small business concerns.

• Tillage Equipment as per the attached Statement of Work (Attachment 2).

• Salient characteristics of the Tillage Equipment include:

  • Twelve-foot disk
  • Fits a 90 hp-115 hp tractor
  • 24" 4-gauge smooth Blades
  • 8.5 inch spacing between blades
  • 12 ply tires
  • 4X10 inch lift cylinders
  • Three row coil tine harrow with lockable capability
  • 4,200 lbs, plus total weight
  • 300 lbs per foot cut
  • 1 ½ inch gang shafts

• Offerors must provide descriptive literature or documentation to demonstrate how their quoted item meets or exceeds these characteristics.

• Anticipated Award Type: Firm-Fixed Price contract.

• The Government intends to make one award.

• Quotes are due no later than 1:00 pm Mountain Time on Friday, March 6, 2026.

• Quotes must be submitted electronically via email to frank.palmer@usda.gov.

• Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

• Evaluation factors include Technical Acceptability, Past Performance, and Price.

• Technical Acceptability will be evaluated first for the lowest priced offer. If not acceptable, the process continues to the next lowest priced offer.

• Past Performance will be evaluated using an Acceptable, Neutral, or Unacceptable rating.

• Price will be evaluated to determine if it is fair and reasonable.

• This acquisition is a Total Small Business Set-Aside.

• The small business size standard is 1,250 Employees.

• Vendors must be active and registered in the System for Award Management (SAM.gov) at the time of quote submission and award.

• The solicitation incorporates FAR and AGAR clauses and provisions by reference. Full text may be accessed at www.acquisition.gov.

• Key clauses include those related to commercial items, whistleblower rights, combating trafficking in persons, and Anti-Discrimination and Diversity, Equity, and Inclusion (DEI) Compliance.

• Delivery is F.O.B. destination and must be within 30 days of award to USDA-ARS_PGRU in Columbia, Missouri.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace an aging 12-foot disk that is no longer adequate for field preparation, ensuring a smooth seed bed for research objectives at the USDA-ARS Rollins farm.

Procurement of a new 12-foot disk with specific features suitable for sandy, abrasive soils and research involving soybean and corn.

• Twelve-foot disk compatible with a 90-115 hp tractor.

• 24" 4-gauge smooth blades.

• 8.5-inch spacing between blades.

• 12-ply tires.

• 4X10 inch lift cylinders.

• Three-row coil tine harrow with lock-up capability.

• Total weight of 4200 lbs or more.

• 300 lbs per foot cut.

• 1 3/4 inch gang shafts.

• Delivery required within 30 days after receipt of order.

• Delivery location: USDA-ARS_PGRU, M.S. Zuber building, 2305 Agronomy Research Drive, Columbia, Missouri 65203.

Form / Attachment / Pricing Sheet

This document is the "Buy American Certificate" (FAR 52.225-2), dated October 2022. It requires offerors to certify the domestic content of end products and critical components they propose to supply. This form is used to ensure compliance with the Buy American Act.

• Certification of Domestic End Products: Offerors must certify that each end product, unless listed otherwise, is a domestic end product and contains a critical component.
• Listing of Foreign End Products: Offerors must list any foreign end products, their country of origin, and whether they exceed 55% domestic content (unless they are COTS items).
• Domestic End Products with Critical Components: Offerors must separately list line item numbers of domestic end products that contain a critical component.
• Definitions: Key terms such as "COTS item," "critical component," "domestic end product," and "foreign end product" are defined within the provision.
• Evaluation: The Government will evaluate offers based on the policies and procedures of FAR Part 25.
• Vendor Information: Fields for Vendor Point of Contact and Vendor Signature are included.

Bidders must complete and submit this certificate as part of their proposal. Failure to provide accurate information may impact the evaluation of their offer and compliance with the Buy American Act. It requires bidders to identify the origin and domestic content of the items they are offering.
