Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for conducting a timber cruise and appraisal of Elmendorf Sale Units at Joint Base Elmendorf-Richardson (JBER), Alaska.

• The contractor shall provide all personnel, equipment, supplies, and services necessary to perform timber cruise and valuation services, excluding government-furnished items.

• Conduct a 20% cruise of approximately 475 acres of merchantable timbered areas. The specific cruise design and sampling method (e.g., 100 Percent Cruise, Sample Tree, Fixed Plots, Point Sampling, 3P Sampling, Point Count Measure, Fixed Count Measure Tree, Fixed 3P) are at the discretion of the accredited Forester, subject to government approval.

• Identify merchantable species including white spruce, birch spp., cottonwood, balsam poplar, aspen, black spruce, and other identified species.

• Collect minimum plot data including coordinates (WGS84), species, diameter-at-breast height, top diameter, total height, merchantable height, broken height, grade, top diameter, and live/dead status.

• Submit a single report detailing timber market conditions, hauling and logging conditions, methodology for timber volume calculation, timber values ($/acre), and supporting documentation, maps, and exhibits.

• Provide a draft timber valuation report (.docx) no later than 30 days before the end of the performance period.

• Provide a final, signed timber cruise report by the end of the performance period.

• Provide all raw data in .csv format along with the final report.

• The timber cruise must achieve 90% confidence, with an estimated 92 plots required for the 20% cruise.

• Appraisal methods must be appropriate for Southcentral Alaska.

• Reports must include specific sections: Executive summary, Introduction, Methods, Results (detailing volume, tree counts, log counts, grade percentages, sample error, stand tables), Discussion of market and logging conditions, and maps/figures.

• Period of Performance: Ninety (90) days beginning upon award.

• Place of Performance: Near Elmendorf Airfield, JBER, Alaska (contract area).

• Hours of Operation: 0700-1700, unless otherwise specified.

• The contractor must utilize a Forester accredited by the Society of American Foresters.

• The contractor is responsible for all safety requirements, including OSHA and applicable federal/local regulations.

• Contractor personnel must comply with JBER security requirements, obtain necessary passes and identification, and adhere to base traffic regulations.

• Weapons, firearms, and ammunition are prohibited on JBER.

• Contractor must comply with Controlled Unclassified Information (CUI) Program requirements.

• Government will not provide any facilities or equipment.

• Medical emergencies require calling 911 and notifying JBER.
