Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for conducting a timber cruise and appraisal for timber sale units at Joint Base Elmendorf-Richardson (JBER), Alaska.

• The contractor shall provide all necessary personnel, equipment, supplies, and services to perform timber cruise and valuation services.

• A 20% cruise of approximately 475 acres of merchantable timbered areas is required.

• The contractor shall utilize a certified Forester accredited by the Society of American Foresters, a registered professional Forester, or a Forester with at least 5 years of experience.

• The timber cruise must achieve 90% confidence, with an estimated 92 plots for the 20% cruise.

• Appraisal methods must be appropriate for Southcentral Alaska.

• A draft timber valuation report (.docx) is due no later than 30 days before the end of the performance period.

• A final, signed timber cruise report is due by the end of the performance period.

• All raw data must be provided to the Government in .csv format along with the Final Report.

• Volume estimation equations from the USDA Forest Service Volume Estimator Library (2024) should be utilized, with deviations explained.

• The performance period is ninety (90) days beginning upon award.

• The work will be performed near the Elmendorf Airfield, JBER, Alaska (contract area).

• The contractor is responsible for all safety requirements, including compliance with OSHA, local, and federal regulations.

• Contractor personnel must adhere to JBER security requirements, including obtaining necessary passes and badges.
