Purpose & Scope
The selected vessel will serve as a host ship for NSW, supporting a range of missions:
- Primary: Launching and recovering SEAL Delivery Vehicles (SDVs), supporting surface safety boats, and U.S. Navy Divers.
- Secondary: Launching and recovering Unmanned Underwater Vehicles (UUVs) and Remotely Operated Vehicles (ROVs).
- Tertiary: Emplacing and recovering sensors and target shapes, simulated ship attack training, under hull surveys, and anchoring/loitering. The vessel must provide berthing and facilities for 35 government personnel, equipment stowage, messing, administrative and operational space, maintenance space, emergency towing, and logistics services. It must accommodate up to two SDVs, four Rigid Hull Inflatable Boats (RHIBs), six Combat Rubber Raiding Craft (CRRCs) or two UUVs, and two Personal Water Craft (PWC).
Key Vessel Requirements
The vessel must be capable of 45 days at sea without resupply, operate 24/7, maintain a minimum 12 knots transit speed, and possess Dynamic Positioning System (DP-2 or equivalent) for station keeping in up to 30 knots wind and Sea State 5. Required certifications include USCG inspection, IACS for launch/recovery systems, and ABS for cranes/A-frames. Specific equipment includes a 40,000 lbs SWL crane, a 34,000 lbs SWL A-frame, a USCG-approved small boat refueling system (1000 gal unleaded), and internet-based maritime network with specified speeds. A secure planning space compliant with ICD 705-1 and sufficient aft deck electrical power are also mandatory. Contractor personnel will require SECRET clearances.
