Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal grounds maintenance services at Tinian North Field. The primary goal is to ensure a healthy, clean, neat, and professional appearance of the grounds, including grass, trees, shrubs, and plants.

• Maintain Semi-Improved Grounds: Mow grass to a height between 4 and 10 inches, maintaining uniform appearance. Maintain a 2 ft strip along existing fences.
• Maintain Bird Area Strike Hazard (BASH): Mow grass, weeds, and vegetation to a height between 4 and 14 inches. Ensure no grass is shorter than 4 inches to prevent dust and debris on the airfield, and no taller than 14 inches to prevent bird habitation. Clear all foreign objects and debris from taxiways, runways, and aircraft parking aprons.
• Maintain Surface Drainage Ditches: Keep ditches free of shrubs, trees, and trash to prevent erosion and ensure continuous water flow.

Performance will be evaluated based on results, not method, through Contracting Officer's Representative (COR) surveillance, tenant satisfaction, and customer complaints. Key performance objectives (PO) include:

• PO-1 (Semi-Improved Grounds): Performance thresholds range from "Excellent: 0 defects" to "Unsatisfactory: More than 5 defects."
• PO-2 (BASH): Performance thresholds range from "Excellent: 0 defects" to "Unsatisfactory: More than 5 defects."

Services are to be performed at Tinian North Field. Normal duty hours are 7:00 AM to 5:00 PM, Mondays through Fridays, excluding federal holidays, unless otherwise required or approved by the Contracting Officer (CO).

• Environmental Requirements: Comply with all applicable environmental codes and regulations. Hazardous materials require CO approval prior to use. No pesticides will be used. Maintain an up-to-date hazardous material inventory and manage hazardous materials appropriately.
• Quality Control: Contractor must provide a written Quality Control Plan.
• Safety: Perform work in a safe manner as required by OSHA. Report damages and accidents promptly.
• Personnel: Provide a qualified on-site contract manager and alternate, fluent in English.
• Submittals: Various reports, schedules, and documentation are required, including a Quality Control plan, Service Summary, Monthly Work Schedules, and Final Reports, submitted electronically.
• Appendices: The PWS references Appendices A (Grounds Description/Workload Estimates), B (Area Maps/Site Plans), C (Data Requirements), and D (Definitions) for detailed information.

Sources Sought Notice

This notice is a Sources Sought to query the market for potential interested, capable, responsible, and qualified small business offerors for grounds maintenance services at Tinian North Field. The government is collecting market data to inform acquisition planning and strategy.

• Provide non-personal services for grounds maintenance, including labor, supervision, management, tools, materials, equipment, facilities, transportation, and incidental engineering.

• Services aim to promote healthy growth of grass, trees, shrubs, and plants, presenting a clean, neat, and professional appearance.

• Specific tasks include maintenance of Semi-Improved Grounds, Fence Lines, and BASH (Base Area Support Hub).

• Refer to the attached Performance Work Statement (PWS) dated 16 Jan 26 for detailed service descriptions.

• Anticipated Award is Firm Fix Price (FFP).

• The government is currently utilizing NAICS code 561730 with a Business Size Standard of $9.5M.

• The period of performance is anticipated to be from 01 April 2026 to 31 May 2028.

• This is a voluntary notice, not an offer for a future contract award.

• Interested offerors are encouraged to submit questions/concerns by 04 March 2026, 11am ChST.
