Evaluation Criteria
Award will be made using a Highest Technically Rated Offeror (HTRO) source selection methodology, without price evaluation at the IDIQ level. Proposals will be evaluated on two factors:
- Factor 1: Technical Experience: Offerors self-score their technical experience, which the government will validate against a Minimum Technical Threshold Rating (MTTR) of 17,000 points. This includes relevant construction and design experience, certifications, and staffing.
- Factor 2: Past Performance: Offerors meeting the MTTR will have their past performance evaluated for recency and relevancy, requiring an "Acceptable" rating. Past performance and work samples will utilize a 10-year period, and Past Performance Questionnaires (PPQs) will be accepted for non-federal projects.
Submission Requirements (Draft)
Proposals must be clear, concise, and provide sufficient detail for evaluation. They should be organized into four volumes: Executive Summary, Technical Experience, Past Performance, and Contract Documentation. Offerors must submit a minimum of 12 work samples from contracts performed as the Prime Contractor within the last 10 years, with at least one per category. Joint Ventures can utilize data from any company within their structure, provided the JV submits at least 5 work samples. Proposals can be submitted electronically via DoD SAFE.
