Titan Disruptor Performance Testing/Assessment

Statement of Work (SOW)

To conduct performance testing and assessment on three (3) Titan Disruptors, which are specialized, lightweight titanium Explosive Ordnance Disposal (EOD) Tools.

• The vendor will receive Government Furnished Equipment (GFE) consisting of three Titan Disruptors.

• The vendor will provide services, materials, testing equipment, and facilities to conduct testing.

• Testing will be conducted according to specific MIL-STD-810G methods:

  • Method 501.6 (High Temperature Storage): Assesses performance and integrity in high heat.
  • Method 502.6 (Low Temperature Storage): Assesses the effects of low temperatures on material, safety, and performance.
  • Method 505.6 (Solar Radiation): Assesses degradation from solar radiation and humidity.
  • Method 509.6 (Salt Fog): Evaluates coatings and assesses corrosion and material breakdown.

• The vendor will provide a report (A002) detailing the services/testing accomplished, including type of testing, procedures, instruments used, and results/verification.

• The report will be submitted electronically.

• Government will ship GFE within 5 days of contract award.

• Vendor shall conduct testing within 3 days of receipt of GFE.

• Report due NLT 30 days from receipt of GFE.

• The place of performance is the vendor's facilities.

• Vendor must acknowledge receipt of GFE.

• Warranty is industry standard.

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for "Titan Disruptor Performance Testing/Assessment." The government is procuring testing services for "Titan Disruptors" under various environmental conditions.

• Performance and assessment testing on "Titan Disruptors" (24.75"x6.1") under the following conditions:

  • High temperature storage (Mil-std 810G Method 501.6, proc I, 7 cycles, 7 days)
  • Low temperature storage (Mil-std 810G Method 502.6, proc I, 24 hours)
  • Cycle A1 for 3 cycles with 4-hour soaks at extreme temperatures (Mil-std 810G Method 505.6)
  • Salt fog exposure (Mil-std 810G Method 509.6, 48-hour exposure, 2 runs)

• Setup for testing.

• A report detailing the service/testing accomplished, submitted electronically (CDRL A001, A002).

• Pricing Arrangement: Firm Fixed Price for all CLINs.

• Government Furnished Material (GFM) is applicable (CDRL A001).

• Quotations are due by Close of Business on 26 Feb 2026.

• The document includes standard FAR and DFARS clauses related to contract administration, payment, and invoicing (e.g., WAWF for electronic submission).

• Inspection and Acceptance will occur at the Destination (NSWC IHEODTD, Indian Head, MD).

• The RFQ is not marked as a Small Business Set-Aside.

• Various small business representations and certifications are included for offeror completion.

• This is a request for information and quotations; submitted quotations are not offers.

• The government is not obligated to pay for costs incurred in preparing quotations.

• Distribution is limited to the Department of Defense and U.S. DoD contractors only.
