Quick Summary
The Defense Logistics Agency (DLA) Warstopper Program is conducting a Request for Information (RFI) to gather data on Titanium usage to establish a more robust Titanium buffer. This RFI is for planning purposes only and does not constitute a Request for Proposal (RFP). Responses are due July 17, 2026.
Purpose
The DLA Warstopper Program is the Department of Defense's primary industrial readiness program, ensuring a viable industrial base for DLA-managed, mission-critical items characterized by significant demand disparity between peacetime and wartime, long production lead times, or limited shelf lives. This RFI specifically seeks information to potentially expand the Warstopper Titanium Buffer, thereby mitigating industrial base shortfalls during national emergencies or contingency operations.
Requested Information
DLA Warstopper Directorate is seeking comprehensive information from vendors regarding their Titanium usage for DPAS-rated orders. Key areas of inquiry include:
- Titanium grades and specifications currently used.
- Annual need for each specification.
- Commonly purchased intermediaries (e.g., bar, plate, rounds, sheet).
- Current lead times and expected demand over the next five years.
- Existence of internal intermediary buffers.
- Waste management practices from manufacturing.
- Impact of minimum buy quantities on production ability.
- Identification of products with known surge requirements that could be affected by increased lead times. Proprietary specification information will be held as Business Confidential within DLA Warstopper and its chain of command.
