Quick Summary
The U.S. Army 409th Contracting Support Brigade (CSB) has issued a Request for Information (RFI) for a proposed sole source bridge contract for Facility Maintenance and Repairs at U.S. Army Garrison Rheinland-Pfalz (USAG-RP), Germany. This RFI is for informational purposes only and is not a request for proposal. The estimated value for this sole source action is $69.5M. Responses are due March 16, 2026, by 1 PM CET.
Scope of Work
The contract services include the operations, maintenance, and repair of real property, as well as the maintenance and repair of installed building equipment (IBE) and equipment-in-place (EIP). These services cover enduring military installations and associated facilities assigned to USAG-RP.
Contract & Timeline
- Type: RFI for a proposed Sole Source Bridge Contract (FAR 6.302-1)
- Duration: 5-month base period with a 6-month option period
- Estimated Value: $69.5M
- Set-Aside: None specified (sole source RFI)
- Response Due: March 16, 2026, 1 PM CET
- Published: March 10, 2026
- Proposed Contractor: Vectrus Federal Services GmbH (incumbent)
Background & Purpose
This bridge contract is necessary to ensure continuity of facility maintenance and engineering services for USAG-RP. A previously awarded contract (W564KV-26-D-A001) is currently under protest with the Court of Federal Claims (COFC), which halted the transition from the incumbent, Vectrus Federal Services GmbH. This sole source action allows the Government sufficient time to support protest proceedings and prevent a break in essential services after April 1, 2026.
Submission Requirements
This RFI is issued to meet DFARS 206.302-1(d) requirements. While not a competitive request, responsible sources who submit a capability statement within 7 calendar days of publication will be considered. Submissions must demonstrate clear and convincing evidence that competition would be advantageous to the Government and can avoid a service break. Responses should include company name, address, business size, points of contact, and a plan to start work by the end of March 2026. Submissions must be emailed to thomas.r.guyer.civ@army.mil and lisa.childs.civ@army.mil in MS Word compatible format.
