Statement of Work (SOW) / Performance Work Statement (PWS)

To provide commercial calibration support for designated Army Test, Measurement, and Diagnostic Equipment (TMDE) that requires factory-level calibration.

• The contractor shall provide non-personnel services for the commercial calibration of Army-owned TMDE coded as "factory/vendor" calibrated and not supported by Army TMDE Support Centers.

• Services include receiving equipment, calibrating it to industry standards and established Army calibration intervals, and returning it to the owning unit.

• The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary for calibration, except for government-furnished property and services.

• Calibration must be performed in accordance with manufacturer's calibration requirements and Technical Bulletin (TB) 43-180.

• Equipment must be returned in the same physical condition as received, with no additional damage and all accompanying accessories.

• Performance will be monitored via a Quality Assurance Surveillance Plan (QASP).

• The contractor must develop and maintain an effective quality control program.

• Performance objectives include: providing calibration services (PRS #1) and delivering calibrated equipment back to the owning unit (PRS #2).

• Performance thresholds include no more than three customer complaints during the contract period for both PRS #1 and PRS #2.

• Period of Performance: One (1) Base Year of 12 months from date of award or until all equipment listed in the contract has been calibrated. Option Years I and II are also mentioned.

• Place of Performance: The majority of the work will be performed at the contractor's facility.

• Contractor must provide documentation that services are IAW International Organization for Standards (ISO)/IEC 17025:2005 or later.

• Services cannot be outsourced to a third party; all calibration must be performed in-house.

• Upon receipt of equipment, the contractor must inspect for shipping damage and notify the owning unit before calibration if damage is noted.

• A calibration label and certificate must accompany the calibrated equipment.

• The unit being serviced may add additional items to the service contract, potentially modifying the contract.

• If equipment requires repair, the contractor must notify the Contracting Officer (KO) for authorization. Repair costs will not exceed the maximum amount specified on the repair CLIN.

• The contractor must provide a web-based system or customer portal for users to track equipment status throughout the calibration process.

• Applicable publications include AR 750-43, TB 43-180, and TB 750-25.

• Deliverables include a calibration certificate for each calibrated item of equipment.
