Statement of Work (SOW) / Performance Work Statement (PWS)

To provide secure, high-availability, lossless, and rapidly recoverable hosting services for the Tactical Missile Technical Coordination Group (TMTCG) and Joint Munitions World Wide Review (JMWWR) websites, supporting critical Foreign Military Sales (FMS) roles.

• Provide non-personal services including hosting for two websites (TMTCG and JMWWR).

• Services include cloud setup, 24/7 monitoring, backups, patching, fail-over, and vulnerability remediation.

• Maintain all necessary hardware, software, and licenses.

• Monitor server security using intrusion detection and mitigation methods.

• Perform quarterly backup/restore tests and semi-annual disaster recovery exercises.

• Provide basic services and hosting services with necessary security features.

• Maintain development, test, and production environments.

• Secure data and services, protect against various attacks (DoS, cross-site scripting, SQL injection), disable unused services/ports, employ encryption, isolate application data, minimize permissions, install security patches, monitor server logs, manage user accounts, remove unused modules, and enforce strong password policies.

• Implement network security (firewall, intrusion detection/prevention).

• Implement physical security (secure location, access control, surveillance, hardware security, environmental controls, disaster recovery, encryption at rest, intrusion detection).

• Respond to requests for assistance within six business hours.

• TMTCG website: No more than two (2) hours of unplanned interrupted service within any one (1) 24-hour period.

• JMWWR website: No more than four (4) hours of unplanned interrupted service within any one (1) 24-hour period.

• Zero (0) successful intrusions resulting in unauthorized access or retrieval of information.

• No inadvertent loss or modification of website data.

• No more than two (2) late submissions of deliverables per 12-month period.

• No more than two (2) rejected deliverables per 12-month period.

• Initial response to assistance requests within six (6) business hours.

• No more than one (1) late submission for follow-up assistance per three (3) month period.

• Period of Performance (PoP): One (1) Base Year of 12 months and four (4) 12-month option years.

• Place of Performance: Within the Continental United States (CONUS); remote work is acceptable.

• Contractor personnel require current Information Assurance Technician (IAT) Level II certification.

• Minimum of eight (8) years of experience in web hosting environments.

• Skills include communication, troubleshooting, server configuration, planning/delivering web platforms, and understanding security principles.

• Familiarity with specific technologies: Cold Fusion 6, SQL Server 2008/2012, Entity Framework ASP.NET Core, C#, MVC, IIS, Bootstrap 4.

• Past performance may be used to meet experience requirements.

• Phase-In/Phase-Out (PIPO) period of 30 days.

• Contractor shall not perform non-hosting-related tasks (e.g., website maintenance, programming).

• Government shall have unlimited rights to all documents and materials produced.

• Contractor personnel shall observe Government holidays and facility closings.

• No travel requirements.

• Contractor shall comply with Government Safety and Health regulations.

• Contractor shall submit a Quality Control Plan (QCP).

• Key Personnel: Contract Manager and Alternate Contract Manager.
