Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to install commercial-grade LED outdoor security lights and interior lighting at the Nancy Foster Florida Keys Environmental Complex in Key West, Florida. The complex includes administrative buildings, a workshop, work yard, marina, and public visitor center. The expected completion is 90 days after award.

• Provide all labor, supplies, tools, equipment, and supervision necessary to install LED exterior security lights and interior lighting.

• Work must be in accordance with the attached Statement of Work.

• Contract Type: Firm-fixed-price contract.

• Award Basis: Lowest Price Technically Available (LPTA).

• Period of Performance: Completion expected within 90 days of award.

• Service Contract Labor Standards: Department of Labor SCA Wage Determination 2015-4583, Revision 31, dated December 3, 2025, will be incorporated.

• Proposal Submission Deadline: March 26, 2026, by 3:00 PM EDT.

• Questions Deadline: March 20, 2026, by 12:00 PM Eastern.

• Evaluation Criteria: Award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on the following factors:

  • Technical (Pass/Fail): Ability and method/approach to providing all requirements.
  • Past Performance (Pass/Fail): Evaluation of current and previous contract efforts.
  • Price: Lowest priced technically acceptable offer will be evaluated.

• This RFQ is 100% set aside for Small Businesses.

• NAICS Code: 238210, Electrical Contractors and Other Wiring Installation.

• Size Standard: $19 million.

• Offerors must be registered in the SAM database.

• The anticipated award date is on or about April 1, 2026.

• The contract will incorporate NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and install weatherproof commercial-grade LED outdoor security lights and interior lighting at the Dr. Nancy Foster Florida Keys Environmental Complex, located in Key West, Florida. This includes the Headquarters administrative office building, workshop, work yard, marina, public visitor center (Florida Keys Eco Discovery Center - EDC), and associated areas.

• Installation, repair, or replacement of LED lighting fixtures throughout the complex.

• Specific areas include:

  • Exterior security lighting for buildings' perimeters, entrances, property pathways, and parking lots.
  • Interior cove lighting, warehouse lighting, and recessed can lighting at the EDC and administrative building.
  • Programmable outdoor wall LED lighting system at the EDC.
  • Solar LED pole lights adjacent to the dock area.

• All installed or repaired lighting, fixtures, and electrical components must be new, LED, and commercial-grade.

• Exterior components must be weatherproof and durable to withstand hurricane force winds and saltwater exposure (IP68).

• All work must meet industry standards, manufacturer's instructions, and comply with local and federal regulations (including OSHA and NFPA standards).

• Fixtures and electronics must be warranted for a minimum of 10 years (or industry standard, whichever is longer).

• LED lights must be warranted for a minimum of five years (or industry standard, whichever is longer).

• Work must be accomplished without disruption to daily operations, unless preplanned and approved.

• Place of Performance: Florida Keys National Marine Sanctuary, Nancy Foster Florida Keys Environmental Complex, 33-35 East Quay Road, Key West, FL 33040.

• Period of Performance: 90 days After Receipt of Order (ARO).

• Contractor and subcontractors must be licensed/insured electricians.

• Subcontractors must be named in the proposal.

• Contractors and subcontractors will be escorted while performing services.

• A valid U.S. driver's license or official ID is required for on-site workers.

• Contractor is responsible for safeguarding government property and repairing any damage caused by their work.

• Services at the EDC interior are scheduled for Mondays or Tuesdays, 9:00 a.m. - 5:00 p.m. ET, excluding Federal holidays, to avoid disrupting visitor hours.

• IT Security Requirements: Certification and Accreditation (C&A) do not apply; contractor will not access US government computers or non-public information.

• Technical Point of Contact (TPOC) and Government Contact Point (GCP) are identified for technical and administrative oversight.

Amendment / Modification

This document is Revision No. 31 of Wage Determination No. 2015-4583, dated December 3, 2025. It updates the "REGISTER OF WAGE DETERMINATIONS UNDER THE SERVICE CONTRACT ACT" for the State of Florida, Area: Florida County of Monroe.
