To provide equipment, reagents, supplies, a data management program, training, and consumables for U.S. Probation and Pretrial Services Offices to nationally operate instrumented screening urine testing facilities.

• Equip each on-site drug testing laboratory with automated analyzers, forensic-use immunoassay reagents, controls, calibrators, consumables, water systems, and a data management system.

• Install all newly manufactured or refurbished equipment, ensuring it is fully operational and meets performance requirements.

• Manage the addition, relocation, or removal of laboratories or equipment as directed by the Government.

• Provide drug-analyzing equipment, on-site urinalysis testing equipment, and all required supplies to laboratories nationwide.

• Ensure all equipment, reagents, and materials comply with stated requirements and industry standards.

• Provide qualitative results for all drugs tested.

• Provide software, licenses, and updates for laboratory operations.

• Offer comprehensive service, technical support, and maintenance for all equipment.

• Restore equipment to full operating condition within five business days in case of failure, at the contractor's expense.

• Perform preventive maintenance on analyzers twice per year and inspect water systems at least twice per year.

• Respond to Government service requests within 24 hours.

• Arrive on-site within two business days for repairs.

• Meet all applicable Federal, state, and local regulatory requirements for drug testing equipment.

• Provide documentation verifying regulatory compliance.

• Maintain authorized reseller status for all provided equipment and components.

• Perform random quality-assurance evaluations at least annually.

• Provide ready-to-use liquid reagents, with specific cutoff levels for various drugs.

• Provide biohazard information and Material Safety Data Sheets for all reagents.

• Ensure delivery of reagents within two business days of order receipt.

• Include specimen validity testing for Creatinine.

• Provide a web-based data management system compatible with analyzers and equipment.

• Provide hardware, software, training, and technical support for the data management system.

• Identify a technical point of contact for data management system support.

• Provide comprehensive training to laboratory staff on the data management system.

• Pricing is based per individual test performed, not per sample.

• Equipment must meet or exceed specified minimum throughput requirements per hour based on monthly test volume.

• All costs for repairs, replacement parts, labor, shipping, and transportation are included in the fixed price-per-test rate.

• Software updates shall be installed promptly at no additional cost.

• All training costs are included in the fixed price-per-test rate.

• Transition and deinstallation activities shall be performed at no additional cost to the Government.

• Kick-off meeting within 5-10 business days of contract award.
