Scope of Work
The contractor will provide all labor, equipment, supplies, transportation, permits, and supervision for septic pumping services. This includes pumping and removal of septic waste from vault toilets, holding tanks, septic tanks, and lift stations. Services also involve removing debris and foreign materials, cleaning and disinfecting vault toilets, and proper transport and disposal of waste at approved off-Forest Service facilities in accordance with all applicable laws. Work areas must be maintained clean and safe, and sites restored to sanitary conditions. Services will be performed on an as-needed, flexible basis, generally Monday through Thursday between sunrise and sunset. The minimum pumping volume per service call is 1,000 gallons (equivalent to 1 Vault).

Submission & Evaluation
Offerors must submit quotes via email to veronica.beck@usda.gov. Submissions require three separate attachments: a Price Proposal (Excel format with working formulas), a Technical Approach (Adobe PDF), and an acknowledgment of amendments. The Technical Approach must address equipment, capacity (over 1,000 gallons), waste/disposal, and timely response capability. Quotes will be evaluated based on the highest technically rated quotation with fair and reasonable pricing and acceptable or neutral past performance, using a tradeoff approach. Past performance will be assessed from references, USDA contracts, Federal Government sources, and CPARS.
