The USDA Forest Service requires septic pumping, debris removal, transport, and disposal services for vault toilets, holding tanks, and lift stations across the South Zone of the Tonto National Forest. Contractor shall provide all labor, equipment, transportation, permits, and supplies required to pump, remove debris, disinfect, and dispose of waste off Forest Service land.

The South Zone contains a mixture of single and double vaults, host tanks, and lift stations with capacities ranging from 300 to 4,000 gallons. A full list of facilities and GPS coordinates is provided in the Statement of Work and project maps. This requirement includes a Base Year (2026) and four additional Option Years through 2030.

All labor, equipment, permits, supplies, and transportation necessary for safe and compliant septic collection and disposal must be furnished by the contractor. Work will be performed on a flexible, as-needed schedule determined by the Contracting Officer’s Representative, with services occurring Monday through Thursday and not on federal holidays.

The Forest Service intends to award a single commercial services contract resulting from this solicitation. Evaluation will be based on Price, Technical Acceptability, and Past Performance. Offerors must have an active SAM.gov registration and must submit the Schedule of Items (Excel) and required representations and certifications in accordance with the solicitation instructions.
