Statement of Work (SOW) / Performance Work Statement (PWS)

To provide septic collection and disposal services for vault toilets across the South Zone of the Tonto National Forest, encompassing the Cave Creek, Globe Basin, and Mesa Ranger Districts.

• Services: Collection, loading, hauling, and dumping of septic refuse from recreation site vault toilets.

• Tasks: Removal of all debris (cans, bottles, clothing, diapers, etc.), washing down, cleanup, disinfection, and proper disposal of waste.

• Pumping: Removal of waste down to 4-5 inches from the bottom of flat vaults, or until suction is impractical for sloped vaults.

• Debris Removal: All debris must be removed in leak-proof containers to prevent ground contamination.

• Vault Access: Utilize outside vault access unless it's unavailable or less than 20 inches in diameter. Protect risers if used. Ensure airtight seals on vault covers.

• Disposal: Transport and dispose of all waste and debris at an approved site, outside of Forest Service land, in compliance with all applicable laws and regulations.

• Work Area Maintenance: Keep work areas clean, neat, and safe at all times, removing all job-related waste upon completion.

• Pumping: All vault toilets and lift stations to be pumped on a flexible, pre-scheduled basis, removing up to 1,000 gallons of septic refuse per vault. Service to be completed between sunrise and sunset.

• Personnel: Contractor employees must maintain a reasonable appearance and be courteous to the public.

• Vault Lids: Must be closed after servicing.

• Quality Level: 100% of tasks must meet standards.

• Monitoring: Visual inspection.

• Non-Compliance: Assessed actual damages for repairs/cleaning; poor performance rating.

• Reporting: Brief status report documenting any issues encountered within 24 hours of pumping completion.

• Base Period: To be determined.

• Option Periods: Up to 4 additional one-year option periods.

• Locations: Cave Creek Ranger District, Globe Basin Ranger District, and Mesa Ranger District within the Tonto National Forest.

• Contract Administration: Only the Contracting Officer (CO) can approve changes.

• Service Request: Pumping service required within 14 calendar days of Government request.

• Service Days: Monday-Thursday, excluding Federal Holidays.

• Travel: Contractor is responsible for all travel costs.
