Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Army Corps of Engineers (USACE), Walla Walla District requires the removal of invasive vegetation from two areas within the Toothaker Habitat Management Unit (HMU) in Finley, Washington. The purpose is to prepare these areas for native habitat restoration.

• Vegetation Removal: Mechanical removal of invasive trees (e.g., Russian olive, tree-of-heaven, black locust) and brush (e.g., blackberry, false indigo) from approximately 4.5 acres along the shoreline and 1.75 acres inland. Total area is approximately 6.25 acres. Vegetation will be cut and mulched to ground level. At least 80% of the removed vegetation must be 12 inches or less in length and four inches or less in diameter.

• Herbicide Application: Treatment of invasive vegetation within the cleared Shoreline Area (4.5 acres) and the Inland Area (1.75 acres) using herbicides and surfactants. This is to prevent resprouting of invasive species. Treatments will occur in spring and summer of 2026 and 2027, with up to three treatments per year, spaced one month apart. Care must be taken to avoid new native vegetation plantings in the Shoreline Area scheduled for November 2026.

• Place of Performance: Finley, Washington, along the Columbia River at the USACE Walla Walla District Toothaker Habitat Management Unit (HMU).
