This is a Sources Sought notice, not a solicitation, for planning purposes only. Responses are requested by May 26, 2026.
Scope of Work
The selected firm will act as an independent, third-party Government Commissioning Authority (CxA) from the design phase through post-occupancy. The project, currently in the SD-1 design phase, involves phased demolition of existing facilities and construction of new ones, including a seismically designed inpatient bed tower (approx. 500k GSF), a central energy plant (approx. 30k GSF), an information management/facilities support building (approx. 30k GSF), parking structures (approx. 1300 spaces), elevated water storage, and site work. Commissioning services will cover mechanical, plumbing, electrical, building envelope, renewable energy systems, and specialized medical facility systems (e.g., nurse call, security, medical gasses).
Anticipated Contract Details
The Government anticipates negotiating and awarding one Indefinite Delivery Contract (IDC) with a base ordering period of five years and one option for five additional years. The total value of all task orders issued under this contract will not exceed $9,500,000. Procurement will follow 40 U.S.C Chapter 11 – Selection of Architects and Engineers (FAR subpart 36.202). Award of a proposed contract is anticipated by March 2027. No set-aside has been specified for the anticipated solicitation.
