Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for contractor support to sample, conduct waste determinations for each sampled waste stream, and provide laboratory analysis reports for the Naval Surface Warfare Center Panama City Division (NSWC PCD).

• The contractor shall provide all facilities, materials, and labor to collect process data, perform process reviews, and conduct waste stream sample collection.

• Samples will be collected from NSWC PCD facilities at Naval Support Activity Panama City and a warehouse at 1714 Frankford Avenue.

• Waste types to be reviewed include solid, industrial, universal, non-hazardous, and hazardous waste.

• The contractor must collect Safety Data Sheets (SDSs) for materials used in the process being sampled.

• Waste samples will be analyzed as noted in Section 3.2, which includes VOC/Semi VOC, Metals, Mercury, and Flashpoint analysis.

• A list of specific waste sample names is provided in Table 2.

• Laboratory analyses must be performed in accordance with the most recent applicable regulations and guidelines by a Certified DOD (DOW) laboratory.

• Chain of Custody (COC) procedures must be utilized and maintained.

• Quality Control (QC) samples are required for all analyses.

• The contractor's laboratory must be supervised by a qualified chemist.

• Final reports must include quality control review, summary spreadsheets of lab data, and waste determinations.

• The service shall be completed no later than sixteen weeks after receipt of award.

• Sampling locations include Naval Support Activity Panama City and a warehouse at 1714 Frankford Avenue, Panama City, FL 32405.

• The contractor must have all necessary equipment for analysis and sample preparation.

• Proper packaging and disposal of waste generated during sampling are required, in accordance with federal, state, and local requirements.

• The contractor must comply with all state and federal requirements for sample collection and management, including holding times and laboratory quality control.

• Access to Controlled Unclassified Information (CUI) is involved, and specific security requirements must be met. No CLASSIFIED information is required or to be generated.

• The services are non-personal services; no employer-employee relationship will exist between the government and contractor personnel.

• Contractor personnel must wear identification badges and clearly identify themselves as non-NSWC PCD employees.
