This document is a brand name justification for the acquisition of Glenair brand adapters and Amphenol connectors for the LCAC-1 Class. The Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) is the contracting activity. The action will award a firm fixed-price purchase order on a brand name basis.

• Glenair 310AS006C14T Circular MIL-Spec Strain Relief and Adapter (shrink boot adapter)

• Amphenol ruggedized electrical interconnects (receptacle and plug connectors)

• Items are required for environmental protection of connectors and to meet strict U.S. Department of Defense standards for harsh environments.

• Specific part numbers and quantities are listed: 96 Glenair adapters, 96 Amphenol receptacle connectors, 48 Amphenol plug connectors, and 96 Amphenol MIL-SPEC circular connectors.

• The equipment must meet stringent U.S. Navy environmental requirements (MIL-STD-810E), shock requirements (MIL-S-901D), vibration requirements (MIL-STD-167), and EMI/EMC requirements (MIL-STD-461E).

• Firm fixed-price purchase order.

• Total dollar value is above micro-purchase levels but not exceeding the simplified acquisition threshold of $350,000.00.

• Delivery is expected no later than four (4) weeks after award.

• This is a justification for limited source acquisition, indicating competition is restricted to authorized distributors and manufacturers of Glenair and Amphenol.

• The Contracting Officer determined the order represents the best value and lowest overall cost alternative.

• Limited to authorized distributors and manufacturers of Glenair and Amphenol brand equipment.

• Glenair and Amphenol are the only brands approved for use on the LCAC and meet the Government's needs.

• The government does not expect significant savings through competition and anticipates significant delays if competition is pursued.
