Tow Jet Service for TG-16 Glider

Performance Work Statement (PWS)

To provide aerial tow services for the USAF Academy 94th FTS Glider Demo Team during the Wings over Solano Airshow at Travis AFB.

• Provide all personnel, tools, materials, and supervision for glider tow services.

• Perform aerial demonstration services for the TG-16 glider.

• Tow the glider to specified altitudes (typically 10,000 ft AGL or less) once per day.

• Provide the tow rope.

• Coordinate all airshow planning, arrival/departure, aerial demonstration, and parking with the Travis Airshow Team.

• Furnish sufficient personnel, equipment, and materials.

• Provide tow plane services on Saturday, April 25, 2026, and Sunday, April 26, 2026, with a full airshow rehearsal expected on Friday, April 24, 2026.

• Defer to the Travis Airshow Team for resolving issues related to security, fire protection, emergency response, public affairs, logistics, and acquisition.

• Coordinate radio communications with the Travis Airshow Team.

• Prohibited from using pyrotechnics.

• Implement Risk Management Plan.

• Provide liability insurance and required DD forms.

• Provide full name and identification for all personnel entering the installation for background checks and base access.

• Pilot must have a current FAA Commercial or ATP License; familiarity with USAFA Glider Demo Team is preferred.

• Tow Aircraft must be in excellent condition with a standard paint scheme.

• Perform one practice performance (April 24, 2026) and two performances (April 25-26, 2026).

• Contractor must have a safety and health plan for employees.

• Location: Travis AFB, CA 94535.

• Period: Services to be performed during the planning, arrival, practice, and execution of the 2026 Travis AFB Air Show, April 24-26, 2026.

• Arrival: On or before April 23, 2026.

• Departure: No later than 0800 PDT, April 27, 2026.

• Aircraft: Single Tow Plane (Cessna 185 or equal) for USAFA Glider Demo Team.

• Insurance: Personal liability insurance with limits of $1,000,000.00 per aircraft/occurrence. Civil Aircraft Certificate of Insurance, Civil Aircraft Landing Permit (DD 2401), and Civil Aircraft Hold Harmless Agreement (DD 2402) required. DD Form 2400 to be forwarded 14 days in advance or before award upon request.

• Personnel: Valid State driver's license or State-issued ID card and birth certificate for U.S. citizens. Green Card, Social Security Card, Resident Card, Work Visa, and State-issued ID for non-U.S. citizens. Driver's license and car insurance required for driving on base.

• Government-Furnished Property: Map of air show layout, specified business location, one rental car (April 23-27), one vehicle pass with flight line access, lavatory facilities, up to 350 gallons of Jet-A fuel, access credentials to restricted areas, two performer passes.

• Security: All personnel must abide by Travis AFB security instructions. Contractor responsible for actions of sub-contractors and their employees.

• Accident/Incident Reporting: Contractor must record and report all facts relating to accidental damage or injury.

• Environmental Spills: Immediate reporting to Fire Department, CO, and Travis Airshow Team required.

• Media Rights: Government has free access to and right to use any visual, radio, media content, and/or footage created by Contractor/Performer.

Sources Sought Notice

This is a Sources Sought Notice (RFI) to identify potential sources capable of providing Tow Jet Services for TG-16 Glider at Travis AFB, CA. The government is conducting market research to determine the availability of businesses, including small businesses and their socioeconomic subsets.

• This is NOT a solicitation for offers or proposals. The government is not currently seeking offers and will not accept unsolicited ones. No payment will be made for information or costs incurred in response.

• Responders are advised that the government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought will be solely at the interested party’s expense.

• Not responding does not preclude participation in any future RFQ, if issued.

• The information provided is subject to change and is not binding.

• The detailed requirement is described in Attachment 1 – Performance Work Statement (PWS).
