This document is a solicitation for the purchase of aluminum tower sections for the National Data Buoy Center (NDBC) Coastal-Marine Automated Network (C-MAN) stations. The government intends to award a firm fixed-price purchase order to the responsive, responsible quoter offering the best value, considering both price and non-price factors.

• Item 0001: TOWER7-V1012 7-Meter Mast Section Weldment (QTY 20). This includes a first article.

• Item 0002: TOWER10-V1012 10-Meter Bottom Tower Section Weldment (QTY 4).

• Item 0003: TOWER10-V1008 8-foot Top Tower Section Weldment (QTY 4).

• Item 0004: Shipping cost for line items 0002 and 0003.

• All tower sections are to be manufactured in the United States.

• Specifications for each tower section type are provided in attached drawings and specifications.

• This is a firm fixed-price purchase order.

• The award will be based on the lowest evaluated price of proposals meeting or exceeding acceptability standards for non-cost factors.

• Quotes must be submitted via email to abigail.green@noaa.gov by the due date and time.

• Questions concerning the solicitation must be submitted via email within 5 days of issuance.

• Evaluation will be based on Price and Past Performance.

• Contractors must be registered in the System for Award Management (SAM) at the time of quote submission.

• This acquisition is set aside 100% for Small Business.

• Vendors must provide a statement of whether they are or are not a small business under NAICS 332312.

• Offerors must return specific information as detailed in the "OFFEROR INSTRUCTIONS" section, including completed forms, UEI number, representations and certifications, organizational conflict of interest statement, and confirmation of US manufacturing.

• Failure to respond to items 1 through 9 in the "OFFEROR INSTRUCTIONS" may result in non-compliance and no further consideration for award.

• All tower sections must be 12-foot aluminum (AL) sections meeting specified material, fabrication, connection, and compliance standards (1997 Uniform Building Code, ANSI/AWS D1.2-27 Structural Welding Code).

• First article testing is required for Item 0001, with the possibility of a waiver if the contractor has a proven history.

• Contract Type: Firm Fixed Price Purchase Order.

• Period of Performance: Delivery within 30 days from award for the first article, and within 60 days for the remaining supply.

• Submission: Quotes must be submitted via email to abigail.green@noaa.gov by the due date (04/17/2026, 1200 ED Local Time).

• Questions: Submit questions via email within 5 days of solicitation issuance.

• Evaluation: Award will be based on the lowest evaluated price of proposals meeting or exceeding acceptability standards for non-cost factors (Best Value). Evaluation factors include Price and Past Performance.

• This acquisition is set aside 100% for Small Business.
