Purpose & Scope

This RFI, issued in accordance with FAR 15.201(c)(7), is for market research purposes only; it is not a solicitation, and no contract will be awarded. DEVCOM CBC seeks information on solutions for neutralization, reduction in toxicity, reduction in disseminability, or other reactive/passive technological applications for TICs/COSC. The information gathered will refine requirements, assess technology readiness, and inform future acquisition planning.

Solutions should address specific performance goals outlined in the attached documents, including:

  • System Size: Capability to handle 1000L totes or 100lb gas cylinders.
  • Reactant Ratio: If applicable.
  • Scalability: Indication/proof from subscale to bulk container scale.
  • Risk Reduction: Measurable reduction in toxicity (e.g., 50% within 2 hours), disseminability (e.g., transform to non-aerosolizable liquid/gel or solid), vapor pressure, and volatility.
  • Target Chemicals: A list of COSC is provided, including Acrolein, Ammonia, Chlorine, Hydrogen Sulfide, Phosgene, and others.

Submissions should be in Microsoft Word, PowerPoint, or PDF format, not exceeding 15 pages (Arial 12pt font). Proprietary information must be clearly marked. Respondents should include business information, technical capability (addressing requirements, COSC goals, gaps, unit/ROM cost), ease of operation, stability, longevity, availability, ease of reversibility, data/source information, relevant past performance (up to three examples), accounting system status (DCAA), purchasing system compliance (DFARS 252.244-7001(c)), and facility clearance level.
