Scope of Work

DEVCOM CBC is interested in solutions that can make TICs safer through methods such as neutralization, reduction in toxicity, reduction in disseminability, or other reactive or passive technological applications. The RFI outlines specific performance goals for proposed solutions, including criteria for system size (e.g., handling 1000L totes or 100lb gas cylinders), reactant ratio, and scalability from subscale to bulk container. Performance goals also cover reductions in toxicity (e.g., 50% reduction within 2 hours), disseminability (transforming to non-aerosolizable forms), vapor pressure (e.g., 50% reduction), and volatility (e.g., 50% reduction). A list of specific CoSC, including Acrolein, Ammonia, Chlorine, and Phosgene, is provided.

Submission Requirements

Responses, not exceeding 15 pages, must be submitted in Microsoft Word, PowerPoint, or PDF format. Submissions should include:

  • Technical Capability addressing requirements and CoSC Risk Reduction Goals, including unit cost/ROM.
  • Information on Ease of Operation, Stability, Longevity, Availability, Ease of Reversibility, and Data/Source Information.
  • Relevant Past Performance (up to three examples).
  • Accounting System (DCAA-approved status) and Purchasing System (DFARS 252.244-7001(c) compliance).
  • Facility Clearance level. Proprietary information must be clearly marked.
