Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for cleaning the DDRT Track Dipper System, including removing solvent/dried preservative/contaminants and sludge from the system's entirety.

• System Components: Covers the track shoe preservation vat, drip tray, heated wind tunnel drying oven, overhead and ground-level conveyor systems, and associated flooring and interior walls.

• Cleaning Tasks: Includes mechanical cleaning to remove solvent/preservative/contaminants, containerization of all waste for disposal, and removal of oven liners and accumulated sludge.

• Confined Spaces: Entry into the dip vat and heated wind tunnel drying oven will be required, and these are identified as Permit-Required Confined Spaces.

• The work must be performed in a manner that does not damage Government equipment or property. Any damage caused by the contractor is their responsibility to repair.

• Following cleaning, all vat appurtenances shall be greased, oiled, or lubricated and properly adjusted to ensure full operational status.

• Location: DLA Distribution Red River, Texas (DDRT), located on Red River Army Depot.

• Duration: Two weeks or negotiated time for the draining and cleaning process.

• Waste Disposal: All wastes will be containerized and staged for disposal as coordinated by DLA Distribution Red River, Texas (DDRT) through the Host installation Hazardous Waste Disposal Contract. Safety Data Sheets for track dip preservative, solvent, and biocide chemicals are included.

• Safety: Contractor must comply with applicable Federal, OSHA, and environmental standards, including those for hazardous materials, confined spaces (29 CFR 1910.146), and personal protective equipment (PPE).

• Environmental Compliance: Contractor must adhere to the Government's Environmental Management System (EMS) and manage hazardous waste in accordance with host installation plans. Contractor-caused hazardous substance spills require immediate response and clean-up at the contractor's expense.

• Coordination: Advanced coordination (24 hours) with the Technical Point of Contact (TPOC) is required for site visits. Contractor employees must identify themselves as contractors and wear ID badges.

• Security: Contractor employees require background checks for base access. Physical security of Government property must be ensured.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial items, specifically for "Track Vat Dip Cleaning" services for DLA Distribution Red River in Texarkana, TX. This announcement serves as the only solicitation, and a separate written solicitation will not be issued. The acquisition is being solicited as a 100% small business set-aside.
