Quick Summary
The Department of War (DoW) Chief Digital and Artificial Intelligence Office (CDAO), in conjunction with the Applied Research Institute (ARI), is seeking Artificial Intelligence/Machine Learning (AI/ML), digital, and data solutions through its Tradewinds Solutions Marketplace. This is a continuous open call solicitation designed to identify, assess, and curate innovative technologies to support DoW's mission advancement. The marketplace facilitates rapid acquisition pathways for selected solutions. This announcement is Revision #10.0, effective May 1, 2026.
Scope of Work
The CDAO seeks solutions or capabilities that fulfill requirements, close capability gaps, or provide technological advancements across a broad range of strategic focus areas. These include, but are not limited to: improving situational awareness and decision-making, increasing safety of operating equipment, predictive maintenance, streamlining business processes, cybersecurity assurance, developing a digital-age workforce, AI Agent Networks, modernizing digital infrastructure, enhancing lethality, and frontier AI solutions. The marketplace aims to provide a centralized location for the DoW to assess state-of-the-art solutions and for industry, academia, and individuals to promote their research, technologies, and services.
Contract & Timeline
- Type: Continuous Open Call Solicitation (Special Notice)
- Duration: Long-term, open until at least May 31, 2027.
- Collection Periods: Monthly, with assessments completed within 30 days.
- Contract Types Supported: Research, development, prototyping, test and evaluation, procurement for experimental purposes, and production. Award terms are fully negotiable.
- Set-Aside: None specified. Open to all US-based companies (large and small, traditional and non-traditional), universities, non-profit companies, and individuals. Foreign entities may participate if compliant with international law.

Submission & Evaluation
Submissions are made via video pitches (no longer than five minutes, HD 1920x1080, .mp4, under 1.0gb) through www.tradewindai.com. Submissions must be unclassified and contain no proprietary or export-controlled information. Key submission elements include organization details, UEI, TRL, strategic focus area, business size, and FOCI status. Solutions are assessed by a peer panel of government, industry, and academic subject matter experts based on criteria: Defining the Problem (15%), Accelerating the Mission (40%), Advancing the State of the Art (35%), and Business Model (10%). An "awardable" assessment does not guarantee an award.
Additional Notes
The marketplace also features specific "aisles" for SBIR/STTR and Prototype Transition. All costs associated with preparing and submitting solutions are the responsibility of the entity and are not eligible for government reimbursement.
