Scope of Work
This project focuses on improving on-site housing for firefighters and staff. The base scope includes the rehabilitation of eleven (11) RV camping pads: six (6) at Tanglefoot Work Center and five (5) at Tusayan Ranger Station. This involves clearing, subgrade preparation, new gravel placement, replacement of water and sewer connections/lines, and electrical component replacement on existing pedestals.
Optional work items include the rehabilitation of an additional thirteen (13) RV pads (eight at Jacob Lake Work Center and five at Big Springs Work Center), subsurface utility locating, television inspection and flow testing of septic systems, replacement of septic tanks and leach fields, installation of propane lines and connections for twenty-four (24) RV pads, and additional water and sewer line replacement. All work must comply with Coconino County and applicable national/state construction codes.
Contract Details
- Contract Type: Anticipated Firm-Fixed Price.
- Period of Performance: Work to commence within 10 calendar days after Notice to Proceed (NTP), with the entire project ready for use no later than 220 calendar days after NTP, including final cleanup.
- Bond Requirements: A Bid Bond is required. Performance and Payment Bonds are required within 10 days after NTP if awarded.
- Warranty: One (1) year after contract completion and acceptance.
- Set-Aside: Total Small Business Set-Aside (NAICS 237110, $45.0M size standard).
Submission & Evaluation

- Required Submittals: Completed Schedule of Items (including options), a list of at least three (3) similar past projects, and relevant technical experience. Post-award submittals include a construction schedule, manufacturer's literature, and As-Built Drawings.
- Evaluation Criteria: Quotes will be evaluated based on Technical Approach, Price, and Past Performance. Award will be made to the offeror representing the best value, prioritizing the highest technically rated offeror whose price is fair and reasonable and whose past performance is acceptable or neutral. Tradeoffs will not be conducted.
- Quote Validity: Must be valid for 90 calendar days.
Important Notes
- Amendment 0001 incorporates RFI questions/responses and additional FAR clauses (52.223-1, 52.223-2). Contractors must acknowledge this amendment with their pricing package.
- Site Visits: Two organized site visits were scheduled for May 12-13, 2026 (RSVP required).
- Wage Rates: Construction Wage Rates Apply (refer to Attachment 6: Wage Determination).
- Fire Plan: Compliance with the "2025 INDUSTRIAL FIRE PRECAUTIONS PLAN GUIDELINES FOR AUTHORIZED USERS" (Attachment 5) is mandatory for all work on Kaibab National Forest Lands.
- Schedule Restrictions: Work at Tanglefoot WC and Jacob Lake WC is restricted between April 15 – October 31, requiring a minimum of 4 RV pads to remain operational.
