Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the rehabilitation and improvement of RV camping pads and associated utilities across four administrative sites within the Kaibab National Forest.

• Core Rehabilitation (11 RV Pads): Includes clearing overgrown pads, subgrade preparation, new gravel placement and compaction, replacement of water and sewer connections, limited replacement of water and sewer lines, and replacement of electrical components on existing pedestals.

  • Locations: Six (6) pads at Tanglefoot Work Center and five (5) at Tusayan Ranger Station.

• Optional Work Items (Additional 13 RV Pads & Utilities):

  • Rehabilitation of 8 pads at Jacob Lake Work Center and 5 pads at Big Springs Work Center.
  • Subsurface utility locating, television inspection, and flow testing of existing septic systems.
  • Replacement of septic tanks and leach fields.
  • Replacement or installation of propane lines and connections for 24 RV pads.
  • Additional water and sewer line replacement.

• All work must meet the latest adopted construction codes of Coconino County and applicable national/state codes.

• Specific tasks include pad layout, clearing, water/sewer/electrical connections and lines, and optional septic system work, water meters, and propane systems.

• Applicable construction specifications are detailed, covering areas such as Quality Control, Erosion Control, Product Storage, Mobilization, Waste Management, Concrete, Earthwork, Aggregate Surfacing, Water Utilities, Sanitary Sewerage, On-Site Wastewater Disposal, Propane Piping, and Electrical Utilities.

• Locations: Tanglefoot Work Center (Fredonia, AZ), Tusayan Ranger Station (Grand Canyon, AZ), Jacob Lake Work Center (near Jacob Lake, AZ), and Big Springs Work Center (south of Jacob Lake, AZ).

• Schedule Restrictions: Contractor's schedule is restricted at Tanglefoot WC and Jacob Lake WC between April 15 – October 31. A minimum of 4 RV pads must remain operational across these two sites during this period.

• Weather Impact: Road and ground conditions can be impacted by weather from mid-November to mid-March.

• Submittals: Bidders must include a completed Schedule of Items (including options), a list of at least 3 similar past projects, and relevant technical experience. Post-award, submittals include a construction schedule, manufacturer's literature, material gradations, admixture designs, and As-Built Drawings.

• Reporting: Bi-weekly written progress reports are required.

• Government Furnished: No government-furnished items. Contractor may use limited electricity and water at sites.

• Personnel: Contractor's Representative is required.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for Trailer Pad and Housing Unit Improvements on the Kaibab National Forest in Northern Arizona. The acquisition is set-aside for small business concerns, with the NAICS code being 237110 - Water and Sewer Line and Related Structures Construction, and a small business size standard of $45.0 million.

Base Scope: Rehabilitation of eleven (11) RV camping pads across two administrative sites (Tanglefoot Work Center, Jacob Lake Work Center, Big Springs Work Center). Work includes clearing pads, subgrade preparation, new gravel, replacement of water/sewer connections, limited water/sewer line replacement, and electrical component replacement on pedestals.

Optional Work: Rehabilitation of thirteen (13) additional RV pads across two sites; subsurface utility locating; television inspection and flow testing of septic systems; replacement of septic tanks and leach fields; installation of propane lines/connections for twenty-four (24) RV pads; and additional water/sewer line replacement.

All work must meet Coconino County and applicable national/state codes.

• Award Type: Anticipated firm-fixed price contract.

• Period of Performance: Work to commence within 10 calendar days after Notice to Proceed (NTP). Entire work to be ready for use no later than 220 calendar days after NTP, including final cleanup.

• Bond Requirements: A Bid Bond is required. A Performance Bond and a Payment Bond are required within 10 days after Notice to Proceed if the contract is awarded.

• Warranty: The winning contractor is responsible for all work and warranties for one (1) year after contract completion and acceptance.

Tradeoffs will not be conducted.
