Quick Summary

The United States Secret Service (USSS) is issuing a Sources Sought / Request for Information (RFI) for Training Ammunition (9mm and 5.56) for the J. Rowley Training Center. This RFI is for market research to identify qualified sources and gather information for a potential future solicitation. Responses are due March 13, 2026, at 12:00 PM Eastern Time.

Purpose

This RFI serves as a market research tool for the USSS, under the Department of Homeland Security, to gather information on industry capabilities for providing 9mm and 5.56 training ammunition. It is explicitly not a solicitation for proposals or quotations, and no contract will be awarded based on this RFI. The information collected will inform future acquisition planning and requirements development for the U.S. Secret Service.

Information Requested

Interested parties are requested to submit capability statements (maximum 20 pages, excluding cover and company information pages) addressing:

  • Relevant Experience: Delivering large quantities of ammunition to federal or similar workforces.
  • Quality Management System (QMS): An overview of the proposed QMS.
  • Past Performance: Examples and references (if available).
  • Innovative Practices: Any recommendations relevant to the RFI objectives.

Additionally, companies must provide their Name, SAM.gov Unique Entity Identifier (UEI), contact information (address, phone, email, website), business size, socioeconomic designations, and information on participation in DHS Strategic Sourcing approved vehicles or DHS Joint Ventures.

Potential Future Requirements (Based on Draft Solicitation Details)

A separate document outlines detailed requirements for a potential future acquisition, which may include:

  • Associated Items: SR conversion bolts, firing pins, SR Blue 30 Rd Magazines, and Glock barrels (blank and marking) for various models.
  • Quality & Testing: Manufacturers must have a QMS, provide a QC/QA synopsis or ISO certification, and submit 1000-round samples of each ammunition type for testing. Ammunition must be newly manufactured (no older than two years), with new primers/propellant (within 12 months), and brass or higher quality virgin shell casings.
  • Award Criteria: A future award would likely be made by Best Value comparison, prioritizing technical criteria, then price, then past performance. Up to two (2) products may be awarded for each CLIN.

  • Content: Address all requested task areas. Only one submission per vendor will be reviewed.
