Request for Information (RFI)

This RFI seeks information from interested parties regarding their qualifications and capabilities to provide training and development services to the Marine Corps Systems Command (MARCORSYSCOM), Human Capital Management (HCM). The services are required in four key areas: Department of War (DoW) acquisition-related training, safety and health training, leadership development, and general technology training. MARCORSYSCOM anticipates this effort will involve training approximately 2,000 Government civilian and military personnel located at various sites across the U.S.

Vendors are requested to provide detailed responses to specific questions covering:

• Company Profile and Offerings (including CAGE code, contact information, size, contract history, socioeconomic status, and overview).

• Available Training and Development Options (e.g., COTS, custom development, facilitation, assessments, consultation).

• Specific Training Areas Supported, including:

  • DoW Acquisition-Related Training (covering General Acquisition Process, Contracting, Engineering, Financial Management, Life Cycle Logistics, Program Management).
  • Safety & Health Related-Training (Emergency Medical Response, Occupational/Transportation Safety, Maritime/Water Rescue Safety, Incident Investigations/Process Safety).
  • Leadership Development & Soft Skills Training (Leadership Development, Team Development, Soft Skills).
  • General Technology Training (Microsoft Office, Artificial Intelligence).

• Course List and Descriptions (vendors should list courses and provide descriptions, noting if COTS or custom).

• Available Course Delivery Formats (In-Person at Government facilities in Quantico/Stafford, VA, Camp Pendleton, CA, Albany, GA, Orlando, FL; Contractor Facility near Quantico, VA; Hybrid; Virtual; Asynchronous).

• Expertise and Experience (vendor experience, facilitator qualifications).

• Training Design and Delivery (engagement, course materials, evaluation, event management).

• General Pricing Structure (overview of pricing model, not specific pricing).

• Responses must be submitted via email as a PDF attachment with the subject line: "[Your Company Name] - Training RFI Response".

• The entire response is limited to a maximum of 15 pages, excluding appendices like biographies, sample materials, or course catalogs.

• Capability statements must be received within fourteen (14) calendar days after publication of this notice.

• No telephonic responses will be accepted.
