The statement should detail business information, core competencies, technical expertise, experience, past performance, task management, technical skills, and suggestions for NAICS/PSC codes. The contractor must possess a SECRET Facility Security Clearance at the time of proposal submission. Performance standards include maintaining key personnel, 99% LMS uptime, 95% support response within 24 hours, and achieving an average student satisfaction score of 4.0 or better.
