Scope of Work
The contractor will be responsible for developing new training requirements and maintaining/updating the current curriculum for the Army Security Assistance program. Training will be delivered in classroom or online environments, ensuring it complements and augments, but does not duplicate, the existing Defense Security Cooperation University (DSCU) curriculum. Key tasks include:
- Curriculum Development & Maintenance: Updating existing products and developing new ones to reflect current Security Assistance programs and policies.
- Training Delivery: Providing informed instructors for up to 18 classes per fiscal year (10-30 students per class) in both online and classroom formats.
- Technical Support: Maintaining a secure GovCloud-capable online Learning Management System (LMS) for up to 3,000 students, including administration and registrar functions.

Eligibility & Submission
This is a market research effort to identify qualified sources and inform future procurement decisions, which may include potential set-asides for Small Businesses, Full and Open Competition, or multiple awards. The applicable NAICS Code is 611430 (Professional and Management Development Training) with a $15,000,000 small business size standard, and PSC R499 (Other Professional Services). Businesses of all sizes are encouraged to respond.
Interested parties must submit a capabilities statement electronically to Ryan T Baker (ryan.t.baker24.civ@army.mil) and Kelsey L Thomas (kelsey.l.thomas13.civ@army.mil) by the deadline. The statement should detail business information, core competencies, technical expertise, experience, past performance, task management, technical skills, and suggestions for NAICS/PSC codes. Respondents are also asked to evaluate the sufficiency of the draft Performance Work Statement (PWS) and identify ambiguities. Small businesses should explain their ability to perform at least 50% of the work.
Special Requirements
The contractor must possess a SECRET Facility Security Clearance at the time of proposal submission. Specific personnel (Program Manager, Course Developers, Senior Instructors) require SECRET clearances, while others need a favorable NACI. Performance standards include maintaining key personnel, 99% LMS uptime, 95% support response within 24 hours, and achieving an average student satisfaction score of 4.0 or better. Travel to CONUS and OCONUS locations will be required.
