Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for commercial items to procure Fiber Optics Training. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a purchase order for this training.

• Provide Fiber Optics Training, including Termination and Testing, and Fusion Splicing.

• Training must be face-to-face at Naval Station Newport, RI.

• Contractor must provide all materials, hardware, and class resources.

• Contractor must obtain necessary security clearances for materials.

• Courses will have up to 15 participants.

• Vendor must provide certificates via email within 14 days of course completion.

• Vendor must return a roster to the Government POC within 48 hours of course completion.

• Offerors must possess certification IAW the Navy Shipboard Certified Fiber Optic Trainers List (CFOTL).

• Contract type: Firm Fixed Price.

• Period of Performance (POP): Date of award through September 30, 2028.

• Delivery: F.O.B. Destination, Naval Station Newport, Rhode Island.

• Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

• Offerors must quote the required services IAW the SOW.

• Quotes must be valid for at least 60 days.

• Submission Deadline: Monday, June 22, 2026, at 2:00 PM Eastern Standard Time (EST).

• Quotes must be submitted electronically via email.

• This action is being solicited on an unrestricted basis.

• NAICS Code: 611430.

• Small Business Size Standard: $15M.

• Active registration with the System for Award Management (SAM) is required prior to award.

• Incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC).

• The solicitation will be posted for less than fifteen (15) days.

• An option for increased quantity may be exercised.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide naval ship fiber optic qualification and certification training to employees of the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) using approved NAVSEA standards and methods.

• Conduct three specific courses: "Termination and Testing" (40 hours), "Recertified Fiber Optic Termination and Testing" (24 hours), and "Fusion Splicing" (8 hours).

• Provide all required hardware and class materials for each course.

• Ensure trainers are qualified and certified.

• Deliver training certificates within 14 days of class completion.

• Classes are to be conducted face-to-face at NUWCDIVNPT.

• Minimum of 15 attendees per class.

• Training must adhere to NAVSEA INSTRUCTION 9088.2.

• Courses must cover specified modules (CORE, Single terminus Fiber Optic Termination, Multi-terminus Fiber Optic Termination, Optical Testing, Fusion Splicing).

• Contractor must provide daily rosters to NUWCDIVNPT within 48 hours of course completion.

• Place of Performance: Aboard NUWCDIVNPT.

• Procurement of additional classes will be scheduled on an individual basis.

• Obtain necessary security clearances for material delivery.

• Adhere to security provisions (NISPOM, FAR, DFARS, NMCARS, NAVSEA text).

• Implement and maintain an OPSEC program.

• Comply with ICT Accessibility Standards, with an exception noted.

• Contractor is responsible for costs incurred by the Government for Electronic Spillage remediation.
