Statement of Work (SOW) / Performance Work Statement (PWS)

To provide training infrastructure support for the National Airspace System (NAS) Academy at the Mike Monroney Aeronautical Center (MMAC), ensuring high-quality training environments and maintaining the operability of training systems and equipment.

This PWS details requirements for maintaining, repairing, and supporting training systems and equipment used by the FAA Academy and its partners. This includes systems for Terminal and EnRoute Automation, Radar, Communication, Navigation, and Environmental. Support may also be needed for off-site training within the Oklahoma City area. The contract covers both existing and newly acquired systems. Contractor personnel must maintain a physical presence on-site at MMAC.

• Training systems must achieve "Training Ready" status before each class.

• Respond promptly to trouble calls within the assigned work area.

• Document all completed maintenance tasks.

• Demonstrate proficiency with training plan tasks and test equipment.

• CSA Support must develop and maintain accurate, visually intuitive Power BI dashboards.

• Automated workflows must be error-free and meet organizational requirements.

• Primarily at the MMAC in Oklahoma City, OK, and within the 50-mile radius of the OKC Metropolitan Area.

• Work hours align with Academy instruction times (day shift 0700L-1530L, evening shift 1530L-2359L, Monday-Friday), excluding holidays and MMAC closures.

• Contractor personnel must maintain a physical presence on-site at MMAC.

• Contract Manager (CM) responsibilities include employee leave management, training oversight, and liaison with the Government.

• Contractor must develop and maintain a Quality Control Plan (QCP), Safety Management Plan (SMP), and Program Management Plan (PMP).

• Transition In and Out periods (30-day and 90-day respectively) require specific plans and inventory management.

• Service Contract Act (SCA) applies, with specific DOL Wage Rate Determinations for Electronics Technicians and Computer Systems Analysts.
