Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal services to support the Regimental Master Breacher Course (RMBC) at Fort Benning, GA. The primary goal is to provide a training site with target support and training aids for RMBC, which refines demolition training for select individuals from four Ranger battalions.

• The contractor shall provide target support and construction of training aids for conventional demolitions, assault breacher demolitions, ballistic, thermal, and mechanical breaching.

• This includes procuring specified materials, constructing targets before and during the course, and cleaning up targets post-execution.

• The contractor will also provide professional recommendations and feedback on target materials, training areas, structural integrity, and safety.

• The contract period of performance is a base year (May 2026 - Dec 2026) with four option years (Jan 2027 - Dec 2030).

• A minimum of three courses will be conducted per period, with a potential for a fourth course.

• Scheduled course dates will be coordinated with the COR at least 60 days in advance.

• Deliverables include a Quality Control Plan within 10 days of award.

• The contractor must adhere to a Quality Control Plan (QCP) to ensure services meet contract requirements.

• The Government will evaluate performance via a Quality Assurance Surveillance Plan (QASP).

• Performance objectives include 100% compliance with zero deviation for material procurement and 90% compliance with no more than two minor discrepancies for materials and structures.

• Location: Contractor must be located within a 50-mile radius of Fort Benning, GA.

• Response Time: On-call and/or recall capabilities within 60 minutes or less are required.

• Expertise: Minimum of 10 years of Special Operations experience with intimate knowledge of the 75th Ranger Regiment's breaching and demolition tactics, techniques, and procedures.

• Past Performance: Minimum of 5 years of past performance supporting Special Operations breaching contracts.

• Security: Secret clearance is preferred for personnel. Contractor personnel must comply with all security requirements, including installation access and OPSEC training.

• Training: Contractor employees must complete Anti-Terrorism (AT) Level I, OPSEC Level I, and iWATCH training within specified timeframes.

• Materials: The contractor is responsible for providing a detailed list of materials and equipment, including steel, concrete blocks, chain-link fencing, compressed oxygen, mechanical door trainers, shotgun trainers, rebar, vehicles, doors, and windows, as specified in the PWS.
