This document, "Specific AoI 001 - In-Transit Visibility Modernization for Global Defense Logistics," outlines USTRANSCOM's need for innovative commercial solutions to modernize In-Transit Visibility (ITV) for global defense logistics. The objective is to develop a scalable, interoperable, and secure prototype solution that provides near real-time, end-to-end ITV of Department of War (DoW) cargo and assets in a controlled environment, creating a trusted Common Operating Picture (COP) by ingesting, fusing, and visualizing data from various tracking sources.

• Provide secure, accurate, near real-time visibility of cargo and assets, even in denied, degraded, intermittent, or limited (DDIL) communication environments.
• Automate data capture and minimize manual processes.
• Ingest and process data from multiple tracking devices and data sources (including COTS).
• Provide user training, support, and knowledge management resources.
• Support remote management and monitoring of devices and sensors.
• Comply with applicable safety, electromagnetic, and environmental standards.
• Be interoperable with existing DoW systems via open, standards-based APIs.
• Be scalable and modular for global defense transportation networks.
• Provide secure, user-friendly mobile access.
• Deliver technical documentation, including a program roadmap and summary of deliverables.
• Maximize user adoption through intuitive design and user experience.
• Provide rapid delivery, iterative improvement, and ongoing innovation.
• Merge static inventory and in-transit data for a complete logistics overview.

Phase 1 - Vulcan Platform Submission:

• Scout Card: Include technical prompts and a Rough Order of Magnitude (ROM) with cost breakdown for IT components and tagging/tracking devices.
• White Paper: Submit a written paper in accordance with CSO Section 3.1, addressing all required elements from the Objective.

Phase 2 - Virtual Demonstration and In-Person Logistics Exercise:

• Offerors selected will participate in a 90-minute virtual solution demonstration.
• Those who advance will engage in a comprehensive, in-person logistics exercise demonstrating end-to-end lifecycle visibility, including inventory, global transit tracking, and final inventory.

Phase 3 - Request for Proposal: Contingent on Phase 2 outcomes, conducted per the CSO framework.

Timeline:

• Phase 1 Submissions Due: 03 June 2026 at 11:59 PM Central Time

Evaluation Criteria:

• Follows the USTRANSCOM CSO (HTC71126SCSO1) framework, evaluated per Section 4.1 of the CSO.

• Mission relevance will be assessed as a subfactor within the technical merit evaluation.

• The Government reserves the right to set aside this requirement for small businesses or other categories, or to cancel it at any time.

• Offerors are responsible for all costs associated with proposal preparation and participation in the evaluation process, unless otherwise determined by the Government.

Solicitation / RFP / RFQ

This document outlines a Commercial Solutions Opening (CSO) by the United States Transportation Command (USTRANSCOM) to solicit Solution Briefs, Presentations/Pitches, and/or Written Proposals for commercial products, technologies, and services to support USTRANSCOM's mission. USTRANSCOM provides full-spectrum global mobility solutions and capabilities.

• The CSO is open until February 1, 2036, and may be amended.

• Two types of Areas of Interest (AoIs) will be utilized: General AoIs (continuous submission, no dedicated funding) and Specific AoIs (posted on SAM.gov with defined problems and limited submission windows, may have dedicated funding).

• Submissions are sought for IT and Cybersecurity Solutions (AoI-901) and Transportation and Logistics Optimization (AoI-902).

• Specific requirements for AoI-901 include modernizing enterprise systems, enhancing operational efficiency, strengthening security posture, and meeting stringent security standards. Examples include cloud-based IT, cybersecurity defense, transportation management systems, and AI/machine learning.

• Specific requirements for AoI-902 include optimizing operations, improving supply chain resilience, and enhancing global distribution. Examples include supply chain risk management, real-time tracking, predictive analytics, and automated cargo handling.

• Awards may be made using FAR Part 12 (Acquisition of Commercial Products or Commercial Services) or Other Transaction (OT) authority (10 U.S.C. 4022).

• Contract type will likely be Firm-Fixed Price.

• Estimated Program Cost is not provided for General AoIs; Specific AoIs may designate costs.

• The process involves multiple phases: Phase 1 (Solution Brief), Phase 2 (Presentation/Pitch), and Phase 3 (Request for Proposal - RFP).

• Phase 1 Solution Briefs require a Scout Card submission via the Vulcan platform (for General AoIs) or a Written White Paper (for Specific AoIs), including a video submission (max 5 minutes).

• Required elements for Phase 1 include a Cover Letter/Sheet, Executive Summary, Solution Concept, Offeror Responsibility & Solution Viability, and Estimated Price and Delivery Schedule.

• Evaluation criteria for Phase 1 include Alignment to USTRANSCOM Mission, Technical Merit (Feasibility, Innovation, Milestone Schedule, Prior Experience), and Funds Availability and Potential Return on Investment.

• Specific AoIs may have additional evaluation criteria posted on SAM.gov.

• Offerors must be registered in www.SAM.gov.

• The CSO is issued on a full and open competitive basis.

• Non-government advisors may be used in evaluations.

• CSO submission costs will not be reimbursed unless stated in an AoI.
