Scope of Work
The TRDM system provides a single distribution source of enterprise reference data for enhancing C2, transportation, logistics, deployment, and financial systems. The contractor will be responsible for current technical and cybersecurity operations, maintenance, and distribution of the TRDM system and data, while also modernizing its architecture. Key tasks include:
- Requirement analysis, data collection, and data management
- Interface and architecture validation, and data distribution
- Implementation of the software development lifecycle (planning, scheduling, testing, documentation)
- Modernization of Service-Oriented Architecture (SOA) systems into containerized, cloud-native solutions
- Implementation of Continuous Integration/Continuous Delivery (CI/CD) pipelines
- Advancement towards a decentralized data mesh framework and design of domain-oriented data products
- Compliance with Risk Management Framework (RMF) requirements
- Contract Management, User Access & Operations Support, System Service Management, and System Operations Management.

Special Requirements & Personnel
Contractor personnel must be U.S. citizens with a final Secret security clearance. Personnel performing cyberspace work must be qualified according to the DoD Cyber Workforce Framework (DCWF), with most positions designated as IT Privileged Users. Required certifications include AWS (Practitioner, Developer, Solutions Architect, Data Engineer), SecurityX, CISM, CISSP, and PostgreSQL database certifications.

Responses are for informational and planning purposes only and will not result in a contract award from this RFI. Submissions should be detailed, with technical questions limited to two pages each, and a white paper (max two pages) for Baseline Requirements and Commercial Solutions Opening. Corporate experience details are excluded from page limitations. The government is seeking information on commerciality, industry standards, contract types, pricing structures, and evaluation criteria. Proprietary information should be marked accordingly. The primary place of performance is on-site at Scott AFB, IL.
