Quick Summary
The Department of the Navy (DON) has issued a Justification for Exception to Fair Opportunity for Transformation, Remediation, and Integration Support Services. This action is for a sole-source award to Guidehouse Inc. for financial remediation integration services, continuing their work under contract N0018923FZ707. This is not a competitive solicitation.
Scope of Work
The proposed task order will provide critical services to support the Navy's financial transformation goals, including achieving a clean audit opinion (Working Capital Fund in FY26, General Fund in FY28) and modernizing Financial Management (FM) systems. Key services include:
- Financial Management Systems (FMS) Transformation Strategy and Operations (S&O)
- AI-Driven Operating Model Design
- Financial Statement Audit Corrective Action Plan (CAP) Development, Monitoring, and Evaluation
- Sustainment of the Navy's Audit Roadmap
- Program Management and Integration services
Contract & Timeline
- Contract Type: Firm Fixed Price
- Period of Performance: One-year base period beginning April 1, 2026, with one one-year option.
- Published Date: April 8, 2026
Evaluation
This is a justification for an exception to the fair opportunity process, not a competitive solicitation. The award is being made on a sole-source basis to Guidehouse Inc. as a logical follow-on to their existing contract.
Eligibility / Set-Aside
This action is an exception to the fair opportunity process and is not a competitive solicitation.
Additional Notes
Guidehouse Inc. possesses significant institutional knowledge of the DON's financial environment, audit roadmap, and strategy. Awarding to any other vendor would result in substantial duplication of cost, unacceptable schedule and programmatic delays, and significant risks to meeting DON priorities. The Navy plans to reassess requirements after presumably passing audit by 2028, which may lead to future competition.
