Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Office of Naval Research (ONR) has issued Solicitation N0001426SBC01 under the FY25 ONR Long Range BAA N0001425SB001, seeking white papers and full proposals for the Transient Reducing Active Power System (TRAPS). The objective is to develop an advanced power system architecture, including controls, power conversion, and energy storage, to modify and condition transient power demand profiles of shipboard mission loads. This system will ensure compatibility with ship service power generating capabilities for current and future Navy ship applications, addressing limitations caused by high transient, high power, high frequency load cycles.
Scope of Work
This opportunity requires the development of a conceptual TRAPS topology design with corresponding MATLAB models, meeting specified metrics and accounting for Government Furnished Information (GFI). Key requirements include:
- Identifying, assessing, and assigning Technology Readiness Levels (TRLs) for components.
- Ensuring TRAPS supports multiple mission loads, operates continuously, and safely supplies power profiles.
- Focusing on sufficient life and reliability, minimizing size and weight, and supporting communication with mission loads and ship systems.
- Developing and adapting novel technologies to improve power density, life, robustness, and performance.
- Providing a technology development program plan to mature the design from TRL 4 to TRL 5/6 or greater.
- An optional phase for a detailed design of a full-scale TRAPS prototype.
Contract & Timeline
- Type: Solicitation (Broad Agency Announcement Call)
- Funding: Anticipated through contracts and/or Other Transactions (OTs).
- Individual Contract Base Programs: Not to exceed $2.5M (lower and higher cost proposals considered).
- Period of Performance: 2 years for projects; an optional full-scale prototype detailed design period is 2 years from option contract award.
- Set-Aside: None specified; other-than small businesses must submit a subcontracting plan.
- White Paper Submission Deadline: July 17, 2026, 1400 Eastern Time.
- Full Proposal Submission Deadline: September 25, 2026, 1400 Eastern Time.
- Funding Decisions By: October 30, 2026.
- Estimated Award Date: March 31, 2027.
- Published Date: May 12, 2026.
Submission & Evaluation
White papers (5 pages max) are strongly encouraged for initial evaluation of technological value. Offerors whose white papers are identified as having "particular value" will be encouraged to submit full proposals, though any offeror may submit a full proposal directly. Proposals will be evaluated based on technical merit and alignment with Navy needs.
Additional Notes
No workshops, industry days, or webinars are planned. All questions must be submitted in writing via email. Technical inquiries should be directed to Nathan Spivey (nathan.n.spivey.civ@us.navy.mil), and business/contracting inquiries to Leila Hemenway (leila.k.hemenway.civ@us.navy.mil). Reference documentation and Government Furnished Information (GFI) are available.
