Purpose & Objectives
The FTA seeks to strengthen its capacity to measure the effectiveness of federally funded transit initiatives, identify best practices, and support evidence-based decision-making within its research and innovation portfolio. The TIEP will provide independent evaluation of demonstration projects and conduct ad hoc research on emerging transit challenges.
Scope of Work
The anticipated scope of work, as outlined in the Statement of Objectives (SOO), includes designing, implementing, and managing a program-wide capability to:
- Deliver comprehensive evaluations of Demonstration and Deployment Projects.
- Provide rapid-response and ad hoc research.
- Standardize evaluation methods across FTA research programs.
- Strengthen data management and performance measurement as required by the Office of the Assistant Secretary for Research and Technology (OST-R).
- Support FTA’s Technology Transfer (T2) Program.
Key Requirements for Response
Interested small businesses must submit a technical capability statement (maximum 15 pages) addressing their experience related to the attached SOO. This should detail:
- Past Performance: Relevant experience within the last three years, including contract details and points of contact.
- Corporate Experience: Similarity of past work to the scope, complexity, and difficulty of the SOO.
- Labor Categories: Identification of labor categories utilized for similar work.
- Specific Capabilities: Detailed information addressing the firm's capabilities to provide the described services.
