Scope of Work
The contractor shall provide professional interpretation services (consecutive and simultaneous) and written translation services (into or from English). These services are required for official meetings, conferences, workshops, diplomatic and public outreach events, site visits, field trips, and administrative/technical proceedings. Key requirements include:
- Interpreter Qualifications: Offerors must demonstrate professional experience, native or near-native proficiency in the working language, a minimum of 3 years of relevant experience, and relevant certifications/memberships.
- Availability: Ability to provide services on short notice (within 24 hours).
- Confidentiality: Commitment to strict confidentiality and willingness to sign non-disclosure agreements.
- Place of Performance: All work must occur in Mongolia; no electronic interpretation outside of Mongolia.
Contract & Timeline
- Contract Type: Blanket Purchase Agreement (BPA) with Firm-Fixed Price for hourly, daily rates, and written translation.

Submission & Evaluation
Quotations must be submitted electronically to Ulaanbaatar-Procurement@state.gov with the subject line "RFQ #19MG1026Q0006 – Interpretation BPA - [Offeror Name]". The submission package must include company contact information, an overview of services/capabilities, CV/profile, quality control/scheduling process description, confidentiality/conflict of interest handling, a completed pricing table, and any volume discounts or special conditions. Proposals will be evaluated based on best value, considering qualifications and experience of interpreters, ability to provide requested services, quality control and responsiveness, relevance and quality of previous work, reliability, professionalism, client satisfaction, and the reasonableness and competitiveness of rates.

Issuance of this RFQ does not commit the Government to award a BPA or any call order, nor does it commit the Government to pay any costs incurred in the preparation and submission of quotations. The Government is not obligated to place any minimum number of orders or purchase any minimum quantity. All prices should be quoted in U.S. dollars.
