To provide comprehensive linguistic support services to enable Argonne National Laboratory to effectively carry out its coordination responsibilities for the Department of Energy's International Nonproliferation Export Control Program (INECP). The goal is to ensure accurate, timely, and consistent multilingual communication and training support for engagements with international partners.

• Provide on-site and remote interpretation services.
• Designate a Key Individual responsible for overseeing all work.
• Support includes translation of communications and training materials.

Translation:

• English to/from Russian, Ukrainian, Spanish (Argentina, Mexico, Spain, Universal), Portuguese (Brazil, Portugal), Italian, German, French, Mandarin Chinese (Taiwan - traditional characters).
• Other languages as requested (e.g., Armenian, Azeri, Georgian, Japanese).
• Non-English to non-English translation.

Interpretation (on-site and via Zoom):

• English to/from Spanish (Argentina, Mexico), French, German, Italian, Portuguese (Brazil, Portugal), Russian, Ukrainian, Japanese, Chinese, Armenian, Azerbaijani, Georgian, Romanian.

• Contractor must possess expertise in technical terminology related to nuclear, chemical, biological dual-use commodities and missile delivery systems.

• Ability to respond to email communication from Argonne National Laboratory project manager within 8 hours.

• Ability to use Internet and email software to send/receive files up to 15MB.

• Familiarity with Microsoft PowerPoint, Adobe Acrobat, Microsoft Word, and Excel.

• Ability to store electronic files on a remote server using the Box software platform.

• Provide remote access to a centralized Translation Memory for continuity.

• Software capabilities for outflow of information from the Electronic Commodity Identification Tool (eCIT) directly to an interface for mass translation and integration back into eCIT.

• Period of Performance: March 2026 to March 2027.
