Purpose & Scope
NIST seeks to determine if Small Business concerns possess the necessary qualifications, experience, personnel, and capability to provide all labor and vehicles for transportation services to NIST customers, associates, and visitors. The scope includes shuttle services to local METRO and MARC stations, dedicated transportation for programs like SURF and NCNR Summer School, support for the Cybersecurity Conference, and general ad-hoc transportation needs. The objective is to encourage the use of public transportation by providing reliable shuttle connections.
Anticipated Contract Details
NIST is considering a firm-fixed-price, performance-based acquisition service contract with a base period and four one-year options, potentially extending for six months. The anticipated award date is around April 2026. The period of performance for the base year is April 5, 2026, to March 31, 2027, with options extending through March 31, 2031. Services will primarily operate Monday-Friday, 6:30 AM to 6:30 PM ET, excluding Federal holidays, at the NIST Gaithersburg Campus and the Washington Metropolitan Area.
Key Requirements & Deliverables
The contractor will be responsible for management, supervision, labor, materials, equipment, and supplies. This includes providing a minimum of six CDL-licensed drivers (Class B with passenger/airbrake endorsements, 3+ years experience, background checks) and a dispatcher (3+ years experience). Vehicles must be licensed, registered, inspected, road-worthy, clean, have functional HVAC, and be handicap-accessible when required. Specific tasks include operating 36-40 passenger buses for METRO shuttles, 15-20 passenger vehicles for MARC shuttles, 55-passenger coach buses for SURF, NCNR Summer School, and the Cybersecurity Conference, and various vehicles for general transportation.
Submission Requirements
Interested Small Businesses must submit a brief capabilities package by February 18, 2026, 10 AM ET. The package should include:
- Examples of similar projects within the last five years (size, scope, complexity, duration, role, contract value, POC).
- A narrative on quality control implementation.
- Company profile (employees, annual receipts, office locations, DUNS).
- Evidence of small business standing (e.g., SDVOSB, WOSB, HUBZone, 8(a)).
- A statement of intent to submit a proposal if the requirement is set-aside for their socio-economic group.
Performance & Quality Standards
Performance will be monitored via a Quality Assurance Surveillance Plan (QASP), with a service failure standard not exceeding one incident per quarter. Reporting requirements include monthly dispatch schedules, weekly passenger reports, and monthly activity reports. A Quality Control Plan (QCP) is mandatory. Non-compliance may result in payment deductions or other contractual remedies.
