Statement of Work (SOW) / Performance Work Statement (PWS)

To provide U.S. Government and allied forces personnel with transportation and driver services in Auckland, New Zealand, from September 16-26, 2026.

• Provide non-personal transportation and driver services.

• Furnish all personnel, vehicles, fuel, equipment, supplies, facilities, tools, materials, and supervision necessary for the services.

• Specific services include providing sedans, SUVs, and buses.

• Contractors must be flexible to changes in performance periods, destinations, and quantities.

• Contractor must inform the Contracting Officer Representative (COR) of issues affecting performance within 2 hours of identification, followed by a written report within 1 day.

• Performance will be evaluated according to a Quality Assurance Surveillance Plan (QASP).

• All vehicles and operators must be licensed and authorized for the locations.

• Vehicles must be climate-controlled and fully functional.

• Mechanical controls must be operative and maintained per manufacturer recommendations.

• Contractor must provide full service, including experience in transporting personnel and equipment.

• Transportation must comply with New Zealand regulations.

• Contractor must have a transportation tracking system and provide real-time tracking information upon request.

• Joint inspections of equipment will be conducted at origin and destination.

• In case of late delivery, the contractor must immediately notify the COR.

• Disabled equipment must be recovered and replaced within 6 hours.

• Unlimited mileage/hours are permitted.

• Vehicles and drivers must comply with all applicable New Zealand regulations, including licenses and registration.

• Contractor is responsible for all scheduled and unscheduled maintenance.

• If equipment is unavailable for more than 12 hours due to maintenance, a comparable replacement must be provided.

• Operators may work 12-hour shifts, including night operations, without additional charges.

• Operators must be proficient in conversational Basic English.

• Operators must carry a valid license and relevant documentation.

• Operators must have communication means and be reachable during duty hours.

• Contractor personnel must present a neat appearance and be easily recognized as Transportation Employees, wearing contractor-furnished uniforms.

• Contractor is responsible for personnel conduct and must prohibit work under the influence of alcohol, drugs, or incapacitating agents.

• Contractor personnel shall not use personal recording devices without permission.

• Hazardous materials (HAZMAT) must be contained and stored properly; spills must be reported immediately.

• Contractor must comply with environmental and hazardous materials storage and handling requirements.

• Place of Performance: Auckland, New Zealand and surrounding areas.

• Specific periods of performance are detailed in "Schedule of Supplies and Services Table 1" (e.g., 16-21 SEP 2026, 21-24 SEP 2026, 22-23 SEP 2026).

• Security: Access to installations requires security criteria and authorization. Contractor must provide names and photo IDs for contractors. Badging for citizens/residents of certain countries may be restricted. Contractor is responsible for coordination with New Zealand authorities for necessary passes.

• Background Checks: All vehicle operators must pass a New Zealand Police (NZPOL) vetting check. A personnel roster with driver's licenses and vetting proof must be submitted 7 days prior to the period of performance.

• Safety: Compliance with Army Safety Program AR 385-10, DA PAM 385-10, OSHA CFR Title 29 Part 1910, and any additional New Zealand standards.

• Environmental Compliance: Adherence to host nation environmental laws, including proper disposal of hazardous materials.

• Permits: Contractor must obtain all appropriate permits required for the PWS.

• OPSEC: Operators must not share work details on social media.

• Service Contract Reporting: Contractors must report labor hours via the SAM.gov website.

• Key Personnel: Contractor's lead contract manager and/or site manager must be fluent in English.

• Government will provide a COR for technical direction and clarification.
