This solicitation is for trash and recycling services, including dumpster rental, trash and recycling removal, and disposal services. The services are required for two locations: Fort McHenry National Monument and Historic Shrine (FOMC) in Baltimore, MD, and Hampton National Historic Site (HAMP) in Towson, MD.

• FOMC Location (Baltimore, MD):

  • Two (2) 8-cubic yard enclosed dumpsters for general waste (2 pickups/week: Monday & Thursday).
  • One (1) 8-cubic yard dumpster for single-stream recyclables (1 pickup/week: Thursday).

• HAMP Location (Towson, MD):

  • One (1) 8-cubic yard dumpster for general waste (1 pickup/week: Monday).
  • One (1) 2-cubic yard dumpster for single-stream recyclables (1 pickup/week: Monday).

• All dumpsters must be functional and aesthetic, with working doors and lids.

• Contractor must clean up any material lost during collection.

• Recycling dumpsters must be visibly marked (signs or color) to indicate their purpose and include a list of accepted materials.

• Recyclables must be non-sorted and accept aluminum, glass, plastics (#1-#5), cardboard, and paper products.

• All pickups scheduled between 9 am - 2 pm.

• Period of Performance: June 1, 2026, to May 31, 2031 (Base Year: June 1, 2026 - May 31, 2027; Option Periods: Five 1-year options).

• NAICS Code: 562111 (Sanitary Landfill Operations).

• Size Standard: $47 Million.

• Acquisition Procedure: FAR 13 Simplified Acquisition Procedures.

• Questions Due: May 1, 2026, by 12:00 PM (noon) Eastern Time.

• Quotes Due: May 8, 2026, by 12:00 PM (noon) Eastern Time.

• Evaluation: Lowest Price Technically Acceptable (LPTA) basis. Evaluation will consider Technical Capability, Past Performance/Experience, and Pricing.

• SAM Registration: Contractor must have an active SAM registration at the time of award.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR clauses by reference. Full text is available upon request or electronically.

• Payment will be made via the Invoice Processing Platform (IPP).

• Biobased products are required where feasible and reasonable.

• Contractor must comply with all applicable Federal, State, and local laws and regulations, including OSHA and Hazardous Materials Regulations.
