Purpose
This Sources Sought notice is for planning purposes only and is not a solicitation. NIST aims to identify potential sources to determine the appropriate procurement method for future requirements. The requirement may result in a performance-based acquisition service contract.
Scope of Work
The contractor will provide comprehensive trash removal and recycling services, including management, supervision, labor, materials, equipment, and supplies. This encompasses efficient, effective, and economical operations, scheduled and unscheduled maintenance, and repair of equipment and systems. Services include:
- Maintaining an active solid waste hauler and collector license.
- Disposing of waste and recyclables in accordance with applicable local, state, and federal laws.
- Furnishing external refuse and recycling containers and compactors.
- Removing all refuse and debris, ensuring areas remain litter-free.
- Providing specific services for various recyclables (paper, cardboard, aluminum, steel, glass, plastic).
- Managing recyclable material credits, with the Government receiving 50% of funds or credit.
- Ensuring containers are leak-proof, durable, lockable, and meet minimum 8 cubic yards capacity.
- Maintaining all equipment in good physical, mechanical, and sanitary condition, including rodent-proofing.
- Responding to missed pick-ups and performing unscheduled services.
- Utilizing certified disposal facilities and submitting annual waste/recycling reports.
- Personnel must pass background investigations and obtain NIST identification badges.

Set-Aside
While not currently a set-aside, small businesses and socioeconomic small businesses (e.g., 8(a), HUBZone, SDVOSB, WOSB) are highly encouraged to respond. If a future solicitation is set-aside for small businesses, a limitation on subcontracting will apply, requiring at least 50% of personnel costs to be expended on prime contractor employees.
Submission Requirements
Interested firms must submit a detailed Statement of Capability, limited to five (5) pages (excluding commercial brochures). The submission must include:
- Company Information: Name, Point of Contact (name, phone, email), SAM UEI, Annual Receipts, Business Size (Large/Small) for NAICS 562111, and Socioeconomic Category(ies).
- Capabilities Narrative: Describe experience performing similar services, whether directly or as part of a subcontracting/teaming arrangement, and interest as a prime contractor or part of a Contractor Teaming Arrangement (CTA).
Additional Notes
Failure to submit all requested information may result in a contractor not being considered an interested small business concern. NIST will not pay for any information or administrative costs incurred in response to this notice.
