Solicitation / RFP / RFQ

This is a Firm-Fixed-Price Request for Quote (RFQ) for commercial items related to trash and waste pickup services for the U.S. Customs and Border Protection, U.S. Border Patrol, El Paso Sector area of operations. The services will be performed in accordance with the attached Statement of Work, Task and Frequency Chart, Wage Determination, and the terms and conditions of the resultant contract.

• Trash/Waste pickup services at various locations including HQ, Border Patrol Stations (BPS), and Ranges.

• Specific locations include: HQ Training Warehouse, Clint BPS, Fabens Range, El Paso BPS, AMF Locations, CPC Locations, and Santa Teresa BPS/Range.

• Services are to be performed in accordance with the attached Statement of Work (SOW) and Task and Frequency Chart.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base Year (April 1, 2026 - March 31, 2027) with four Option Years.

• Option Year 1: April 1, 2027 - March 31, 2028

• Option Year 2: April 1, 2028 - March 31, 2029

• Option Year 3: April 1, 2029 - March 31, 2030

• Option Year 4: April 1, 2030 - March 31, 2031

• Option years will be exercised based on government needs.

• Submission Deadline: January 26, 2026, 5:00 pm (EST).

• Proposals must be submitted via email to caroline.r.manning@cbp.dhs.gov.

• Proposals are limited to 10 pages.

• Evaluation will be based on a "lowest priced technically acceptable" basis.

• Key evaluation factors include: Technical/Management (Factor 1) and Past Performance (Factor 2).

• Offerors must have an active Federal Government contracts registration in the System for Award Management (SAM).

• Unique Entity ID (UEI) and Taxpayer Identification Number (TIN) are required.

• The RFQ is not a small business set-aside.

• Attachments include: Statement of Work (SOW), WDOL Wage Determination (for El Paso, TX and Dona Ana, NM), and Price Schedule.

• No phone calls are accepted for inquiries.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) aims to provide facility trash/waste collection and removal services for U.S. Customs and Border Protection (CBP) stations and facilities in the El Paso, TX and New Mexico areas. The objective is to maintain a safe, healthy, and professional environment at all CBP facilities, ensuring these services do not negatively impact the CBP mission or the Department of Homeland Security (DHS) mission.

• Provide comprehensive trash, solid waste, natural vegetation, and recyclable material collection, removal, and disposal services.

• Services to be performed at CBP premises as detailed in the Place of Performance.

• Adhere to specified frequencies in the Task & Frequency Chart (Attachment A).

• Contractor is responsible for planning, scheduling, and coordinating all collection activities.

• Furnish all necessary permits, insurance, labor, transportation, supplies, and equipment.

• Maintain all collection points and dumpsters to ensure a sanitary and odor-free environment.

• Place dumpsters of agreed-upon size at agreed-upon locations outside CBP buildings.

• Period of Performance: One (1) 12-month base year and four (4) 12-month option periods. Base year: April 1, 2026 – March 31, 2027. Option years extend through March 31, 2031.

• Place of Performance: Various CBP stations and facilities in El Paso, TX, and New Mexico.

• Disposal: Transport and dispose of materials at State or Local Government-certified facilities.

• Containers: Ensure containers are serviceable with locking mechanisms; replace damaged/missing lids within one week of notification.

• Coordination: Changes to scheduled services must be coordinated with the COR and CO.

• Deliverables:

  • Names and phone numbers of Contractor representatives (within 5 days prior to work start).
  • Accident Reports (within 24 hours of occurrence).
  • Two copies of a detailed Quality Control Plan (QCP) (with contract proposal).

• Permits and Licenses: Contractor must obtain and maintain all necessary Federal, State, and Local permits and licenses.

• Compliance: Adhere to all applicable Federal, State, and Local laws, regulations, ordinances, and codes.

• Supervision: Contractor is responsible for supervision of its employees.

• Contact Person: Designate an English-speaking contact person/representative.

• Personnel Conduct: Employees must obey station/facility regulations, attend orientation, not enter restricted areas, and not have contact with detainees.

• Quality Control Plan (QCP): Submit a detailed QCP with the proposal and keep it current.

• Invoicing: Submit payment requests electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).
